GDVC answerers questions from Japanese enterprises

The conference was attended by representatives of Customs Reform and Modernization Board, Import-Export Duty Department, Customs IT and Statistic Department, Risk Management Department, Post Clearance Audit Department and local customs department of Hai Phong, Ha Noi and Binh Duong.

At the conference, the representative of Customs Reform and Modernization Board said that based on the JCCI’s proposal, the GDVC has held a periodic dialogue conference in the first quarter of 2023 to discuss and raise problems related to the customs area as well as gather feedback from the business community to perfect customs regulations.

At the same time, local customs departments resolved the problems of Japanese enterprises in Vietnam.

Head of JCCI’s Customs Department Kazuyoshi Mizuno said that seven Japanese member enterprises attended the conference.

He hoped that the problems of Japanese enterprises would be answered and facilitated by the GDVC in the customs process.

18 representatives of local customs departments recorded and answered questions raised by the Japanese business community.

The departments focused on answering policies related to goods enjoying preferential C/O; procedures for on-spot imports and exports; instruction for participating in the pilot program on supporting and encouraging businesses to voluntarily comply with customs laws; goods classification channel.

For example, the pilot program on supporting and encouraging businesses to voluntarily comply with customs laws, the representative of Risk Management Department said that enterprises must meet regulations No. 81/2019/TT-BTC of the Ministry of Finance; must operate import and export activities for more than one year; must be invited to participate in the program.

“The enterprises need to work with the Customs where they carry out customs procedures and the Customs will consider conditions for the enterprises to participate the program,” the representative said.

Regarding the problems of Toyota Tsusho Vietnam Co., Ltd., recently many company declarations have been classified into Red channel.

The representative of Hai Phong Customs Department said that the company’s declarations were named by a transport company. Through compliance management and risk management, Customs detected that the transport company was an entrusted importer, and imported goods for many different enterprises.

The company has three violated declarations due to false declaration of goods quantity compared to the actual goods. In February, the company’s offense was detected by the Export Processing Zone and Industrial Park Customs Branch, and Hai Phong Customs Department and issued a decision to fine the company.

“Currently, Hai Phong Customs Department has conducted compliance and risk assessments for the transport company, and classified the company’s declarations into Red channel. The department suggested Toyota Tsusho Vietnam Co., Ltd and entrusted importer to consider the process of declaration, and access factors affecting the level of compliance level to improve the level and the channel compliance,” the representative said.

Earlier, on December 15, the General Department of Vietnam Customs coordinated with the JCCI to hold a Conference with Japanese enterprises in 2022.

Representatives of departments answered 28 questions from enterprises.
