Ensuring fast and smooth customs clearance: DG Nguyen Van Tho

VCN – One of the key tasks for the whole Customs industry is to continue facilitating trade and focusing resources to ensure fast customs clearance, said by Director General of Vietnam Customs Nguyen Van Tho.

At the online conference to review performance in the third and set out task for the fourth quarter 2024, held by the General Department of Vietnam Customs (GDVC), Director General Nguyen Van Tho, the remaining time of 2024 is short, the whole Customs industry needs to make great efforts to accomplish the tasks of the whole year.

The GDVC’s Director General requests the whole Customs industry to perform well seven key group task.

Firstly, directors of departments under the GDVC must focus on performing key tasks and handling completely problems and recommendations of enterprises, and local customs units...

Develop plan to soon complete the draft Decree on management for imports and exports traded via e-commerce activities; build backup IT software, manual processes to handle situations when the main system has error.

Secondly, promote trade facilitation, especially local customs departments need to focus resources and means to ensure the fastest and most convenient customs clearance.

Closely coordinate with the GDVC’s departments and relevant enforcement agencies to remove difficulties of the business community.

Leaders of departments, branches, and teams need to regularly inspect and perform tasks closely and strictly.

Thirdly, the revenue collection progress by the end of the third quarter achieved positive results. However, the Import-Export Duty Department and the whole Customs industry need to review the revenue targets and revenue collection progress of each unit, and results of tax debt collection, strive reduce tax debt, and focus on tax refund.

Fourthly, regarding the fight against smuggling and trade fraud, the Anti-smuggling and Investigation Department, the Post-Clearance Audit Department, the Inspectorate Department need to gather information and advise the GDVC’s leaders to direct the entire industry to strengthen the implementation of the key task.

Focus on reviewing and hitting the targets and plans on anti-smuggling for the whole year.

Regarding the anti-drug, the entire Customs industry must continue to raise vigilance and responsibility to effectively control the management area.

Additionally, the end of the year is the peak season for consumer goods consumption, especially luxury goods, so the Anti-Smuggling Investigation Department needs to advise and build anti-smuggling plans of the National Steering Committee 389 and the whole Customs Industry at the end of the year, especially focusing on targeting areas, items, routes and subjects …

Fifthly, the digital transformation is the key task and is paid attention by leaders at all levels. Therefore, the whole Customs industry needs to make great efforts to perform the task.

For the Customs industry, the digital transformation focuses on three important contents including: building an information technology system; connecting Project 06; implementing the National Single Window and ASEAN Single Window.

Sixthly, the Customs industry needs to ensure financial resources to perform well the internal tasks.

Regarding organizational and personnel work, closely follow the amendment of Decision 65/2015/QD-TTg of the Prime Minister stipulating the functions, tasks, powers and organizational structure of the GDVC.

The whole industry needs to maintain discipline, focusing on political and ideological education for cadres, civil servants, public employees and workers.

Notably, it is necessary to accelerate the construction progress of facilities, organizational apparatus, human resources... for customs units at Long Thanh International Airport.

Seventhly, further promote the role of socio-political organizations such as: Trade Unions, Youth Union, Women's Union, Veterans... in close coordination with specialized units to disseminate, encourage and guide civil servants, public employees and workers to perform well in the tasks.

The contents need to be promoted in the near future such as dissemination on Digital Transformation, new policies, and discipline...
