Five solutions to implement digital transformation of Customs

Nearly 200 civil servants build an IT system to implement digital customs

Deputy Director of the Department of Information Technology and Customs Statistics (General Department of Customs) Ngo Nhu An said: One of the important tasks and solutions on digital transformation that the Customs sector is focusing on is digital transformation in customs operations, the core is redesigning the overall business process and building an IT system to implement digital customs.

To build the above mentioned IT system, the General Department of Customs has mobilized nearly 200 officers and civil servants who are experts in various fields throughout the industry to review and redesign the overall process, develop technical requirements, technology and other necessary procedures.

Regarding digital transformation in the implementation of the National Single Window and the ASEAN Single Window, the General Department of Customs will continue to coordinate with ministries and agencies to promote the implementation of administrative procedures on the National Single window, ASEAN Single Window mechanism; expand the National Single Window on Portal and connect the ASEAN Single Window to meet the requirements of centralized handling of administrative procedures of ministries and agencies for exported and imported goods; connect, exchange and share information between Customs authority and ministries, agencies and relevant units.

Along with implementing the above tasks, the General Department of Customs will focus on implementing digital transformation in intra-industry management. It focuses on building a modern IT system for customs management, automating internal management activities, in sync with the implementation of the digital customs and smart customs models. The system supports direction, management, and implementation of internal administrative procedures (human resource management, work performance management, financial and electronic assets management) according to the electronic office management method.

Developing customs digital data creates a foundation for implementing digital customs, smart customs ensures the provision of digital data for online public services, and seamless data sharing between Customs and other State agencies in Vietnam's political system, providing open data sets with high quality and exploitation value according to the provisions of law to develop the digital ecosystem and digital customs.

Improving digital awareness and skills

Regarding the main solutions to promote the implementation of the Customs sector digital transformation plan in the coming time, Mr. Ngo Nhu An said there are five key solutions:

First, promoting communication work, raise digital awareness and skills, and increase interaction with people and businesses. Accordingly, the Customs will focus on raising awareness about customs digital transformation for customs officials and civil servants throughout the industry, for people and businesses through many different channels such as the websites of the Customs sectors and Online Customs Magazine, online mobile applications to users... At the same time, encouraging Customs officers and people and businesses to exchange to each other by using digital technology (mobile devices and social network...).

Second, improving the institutions for digital transformation. Accordingly, the General Department will build and perfecting the law on customs in the modern, consistent, transparent manner and meeting the international commitments; focusing on building the revised Customs law to develop digital customs model, smart customs, smart border and smart customs.

Third, developing a tool to implement digital transformation of the Customs industry, build an IT system to implement digital customs. This is an important tool to help the Customs sector to implement digital transformation content, meeting smart management requirements; ensuring connectivity and continuously meeting customs management requirements and in accordance with international standards and practices. The system must have a high level of automation, applying new and advanced technology achievements on digital platforms.

Fourth, the General Department of Customs proactively researches and applies key technologies of the Fourth Industrial Revolution in state management of customs. Specifically, focusing on building digital customs and implementing the National Single Window and ASEAN Single Window to ensure synchronization with digital transformation of customs operations and businesses.

Fifth, to effectively deploy digital transformation of the Customs sector, in the coming time, the General Department of Customs will focus on training, fostering and developing human resources for digital transformation in terms of working skills; use and manage application systems, databases and digital technologies in a digital environment...
