The General Department of Customs issues a Directive on the observance of discipline while performing public duties.

Proactive, creative, dare to think, dare to do, dare to take responsibility

The compliance with administrative discipline, working style, manners, and sense of responsibility in performing official duties of civil servants, public employees, and contract workers in the Customs sector has had positive changes; the prestige and image of the Customs agency have been improved.

However, in performing tasks, there are still shortcomings in some places and at some times; discipline and order in performing official duties are sometimes not promoted, affecting the effectiveness and efficiency in state management of customs.

To rectify and overcome the above shortcomings and limitations, strictly maintain administrative discipline, build a professional, civilized and modern working environment and ensure the management of civil servants, build forces and protect internal politics, on October 30, 2024, the General Department of Customs issued Directive No. 5269/CT-TCHQ on compliance with discipline and order while performing official duties.

The Director General of the General Department of Customs requested units under the General Department of Customs to strictly implement the contents of the Directive on compliance with administrative discipline; compliance with regulations in performing technical work; on practicing thrift, combating waste, using equipment and public assets and coordinating work between units inside and outside the industry.

Regarding the implementation of administrative discipline, the General Director of the General Department of Customs requires heads of units to closely coordinate with Party committees and organizations at the same level to regularly disseminate Resolutions, regulations, directions and instructions of the Party, the State, the Ministry of Finance and the General Department of Customs on administrative discipline and public ethics.

Reviewing, supplementing and completing the internal rules and working regulations of agencies and units to suit each period and stage; strongly innovating the methods of leadership, direction, management and operation, ensuring comprehensiveness, key points, individualizing responsibilities in the task assignment and implementation at each stage and specifying the authority and responsibility of each collective and each individual.

Upholding the sense of responsibility, proactiveness, creativity, daring to think, daring to do, daring to take responsibility, especially for difficult and newly arising tasks; resolutely replacing or transferring to other jobs for civil servants, especially heads of units who do not strictly comply with the direction and management of superiors or are afraid of responsibility, do not dare to do, avoid, push, delay, work half-heartedly or have limited capacity to meet the requirements of the assigned work.

Improving the quality of civil servant management, capacity building and internal political protection: strictly following the regulations and instructions of the Party, the State, the Ministry of Finance, the General Department of Customs on internal political protection, protection of state secrets, on speaking and providing information to the press and external organizations, units and individuals; focusing on the management of civil servants, especially those working in sensitive, important and confidential positions.

Improving the quality and effectiveness of inspection and supervision work, focusing on the forms of extraordinary public service inspections, inspections of sensitive units, positions and areas to promptly handle arising information and situations, remove difficulties and obstacles for people and businesses, and at the same time handle violations by civil servants under their authority when performing public duties.

Strictly and resolutely handling civil servants who violate the spirit of "no forbidden areas, no exceptions"; handling the responsibility of the head and deputy head of the unit directly employing the violating civil servant immediately after the incident occurs.

In Directive No. 5269, the Director General of the General Department of Customs requires that, in terms of compliance with regulations in the implementation of technical work, it is necessary to closely follow the annual Key Work Program, fully and timely implement assigned tasks in accordance with the requirements and instructions of the Ministry of Finance and the General Department of Customs, and not to let the situation of forgetting work, missing work, delaying,

Prioritizing urgent tasks; major, difficult, complex, sensitive issues, outstanding, pressing work, related to areas, fields with potential complications and risks...; promoting collective intelligence in discussion, making careful, thorough, and clear assessment before making decisions to ensure initiative and efficiency when implementing work.

Complying with regulations, processes, technical procedures, and legal provisions in each stage of work, ensuring accuracy, timeliness and efficiency.

Strictly prohibit taking advantage of assigned responsibilities and tasks to arbitrarily adjust or improperly implement current regulations such as arbitrarily performing or not performing customs inspection and supervision of import and export goods, means of entry and exit; arbitrarily imposing channel changes, increasing the rate of physical inspection; requesting or arbitrarily taking samples of goods in violation of regulations; causing difficulties for people and businesses.

The head of the unit is responsible for directing, guiding, and inspecting civil servants under his/her management authority to properly perform their duties, tasks, and legal regulations; comply with the code of conduct and professional ethics; not take advantage of their authority or position to interfere in technical processes for personal gain or engage in acts of authoritarianism, harassment, or receiving money or gifts in violation of regulations; strictly prohibiting negative manifestations and behaviors, corruption, giving, or receiving bribes in any form.

Do not assign civil servants with limited capacity, professional qualifications to professional positions.

Each civil servant must proactively research, study, and update their professional knowledge, and understand processes, standards, and legal regulations related to the assigned job position; fully participate in training and development sessions to improve professional qualifications and skills to meet job requirements, especially in the context of innovation and increased application of modern information technology in operations.
