Digital transformation in the field of customs operations is one of the most important solutions that the Customs industry is focusing on, of which the core content is redesigning the overall technical process and building an IT system to implement digital customs.

Accordingly, the digital transformation plan of Dong Nai Customs Department has clearly defined digital transformation tasks and assigned tasks to units under the department.

Mr. Phan Minh Thuan, Head of Customs Management Supervision Division, Dong Nai Provincial Customs Department, said that the unit coordinated with the implementation board for the project "Building an information technology (IT) system to implement digital customs to meet requirements in customs clearance”. The unit also sent civil servants to give comments on the project’s technical processes.

Specifically, commenting on procedures for import and export goods; technical process for cargo release management; management of goods in transit, transshipment, and border-gate transfer; customs value inspection process during customs clearance; process for building value risk management information. Along with that are tax accounting processes, state budget management; process of building, managing and using databases on tax classification and application; procedures for checking and processing notification documents of tax exemption list; the tax exemption process for goods that must notify the tax exemption list; process of non-collection for exported and imported goods; Non-taxable goods management process; tax assessment and inspection process; risk management process; verification process; and the time measurement process for goods release .

Recently, Dong Nai Customs Department has focused on raising awareness about customs digital transformation for customs officials, civil servants, people and businesses through many different channels; and encouraged increased interaction between Customs officers and businesses using digital technology (mobile devices, social networks...).

To effectively implement the digital transformation of the customs industry, Mr. Thuan said Dong Nai Customs Department will focus on training, fostering and developing human resources about working skills; use and manage application systems, databases and digital technologies in the digital environment. It is expected that in early 2025 the Customs sector will deploy the digital Customs system.
