Customs procedures processed anytime, anywhere, by any means
Accordingly, the plan to apply information technology (IT) in the activities of the Customs Authority up to 2025 aims at the overall goal of basically completing Digital Customs.
Completing the overall redesign of the IT system based on applying the latest technological achievements of the 4th Industrial Revolution, with a high degree of integration, openness, and in line with international standards, fully meeting the needs of automatic processing of all stages of customs operations from the beginning to the end, carrying out customs procedures anytime - anywhere - on any means and information exploitation needs, information use.
Promote IT application and digital transformation in customs operations comprehensively and synchronously with digital transformation serving import-export enterprises and ministries and sectors in the implementation of the National Single Window and the ASEAN Single Window aims to fulfil the goal of 100% of customs procedures being carried out entirely in the online (paperless) environment.
Improve the digital working environment in the Customs industry; towards a paperless environment in the state management of Customs; connecting, integrating and sharing digital data with the national financial database, the direction and administration system of the Ministry of Finance and the Government reporting and information system.
Specific goals in the plan are set according to each implementation content. Specifically, with the application of IT for professional work, the Customs sector determines that by 2025, all customs operations will be computerized and automated through the overall redesign of the IT system of the Customs sector.
The new IT system applies new technological achievements in line with international standards and meets the requirements of smart management; enterprise management, import, export and transit goods; means of transport on exit, entry and in transit comprehensively from the beginning to the end; can integrate, connect and share information with ministries, sectors and businesses through the National Single Window and is ready to exchange customs data with countries in the region and the world.
By 2025, complete the implementation of connection with Government agencies and supply chain parties (including commercial banks, insurance, import-export and logistics enterprises) to e-commerce activities for goods exported and imported across borders based on the National Single Window, the ASEAN Single Window.
90% of records processed in the network environment
For intra-industry activities, notable specific criteria such as 90% of work records at the General Department of Customs are processed in the network environment (except for work records under the scope of state secrets).
80% of customs inspection activities are carried out through the digital environment and IT system of the General Department of Customs.
During this period, the General Department of Customs also focused on perfecting the legal system related to the National Single Window and the ASEAN Single Window. At the same time, develop an IT system to meet the requirements of connecting, exchanging and sharing information to fulfil international commitments as stipulated in free trade agreements and other agreements signed by Vietnam under the correct route.

Regarding constructing a centralized database of the Customs sector, the goal is to build a unified centralized database, in line with international standards, to meet the customs clearance requirements and implementation of customs procedures for all areas of state management of customs.
