Connect to ASEAN Single Window, reduce the rate of specialized inspection to under 15% in 2018

Comprehensive reform of specialized inspection activities
The Committee also strives to fully deploy 130 administrative procedures in 2018 in line with the plan set out in the Decision No. 2185 / QĐ-TTg dated 14/11/2016 of Prime Minister. At the same time, to continue to review and add new procedures to the Plan.
To strive to reduce the proportion of goods that are subject to specialized inspection to less than 15%, but still meet the requirements on management of state agencies and combat smuggling and trade frauds.
To comprehensively reform specialized inspection activities; review, reduce, and simplify 50% of the list of goods, products and procedures of specialized inspection. In 2018, the list of goods subject to specialized inspection shall be terminated, but there shall be no regulations on standards, criteria or inspection criteria (except for specific cases).
To achieve the above objectives, Deputy Prime Minister Vuong Dinh Hue asked the Ministry of Finance to chair and coordinate with the Ministry of Information and Communications and related units to build up and deploy the information technology system in order to serve for National Single Window and the ASEAN Single Window to ensure the connectivity, synchronization, security and safety of information and databases; preparing investment plans for the reserve system of the National Single Window Portal.
The Deputy Prime Minister also requested the Ministry of Finance to ensure the availability of the National Single Window Portal for the official implementation of the Aviation National Single Window.
Reduce the percentage of goods subject to be specialized inspection to less than 15%
With regard to the specialized inspection solutions for import and export goods, the Deputy Prime Minister requests the ministries and branches to fully perform the tasks; To reduce the percentage of goods subject to be specialized inspection to under 15%; To review and eliminate 50% of the items subject to specialized inspection under their respective ministries and branches.
Continue to comprehensively reform the specialized inspection activities for import and export goods. Specifically, review the elimination of overlapping regulations in specialized inspection activities; Eliminate regulations on certification for each imported goods shipment and importers; To narrow down the list of goods items subject to inspection at the customs clearance stage; Transfer to the post clearance audit, direct to inspect at the source, and mutual recognition on the results of specialized inspection.
For import and export goods subject to specialized inspection, when promulgating the list, it must be enclosed with the HS code which is appropriate to Vietnam's list of export and import goods; To publicize the regulations, standards or criteria and methods of inspection.
At the same time, it is necessary to carry out socialization and cooperation in the form of Public – Private – Partnership in specialized inspection of import and export goods in the direction of: strongly transferring inspection, testing, analysis and testing activities to enterprises and non-state organizations. Ministries and state agencies shall only issue standards, standards or criteria, methods of inspection and concentrate resources for inspection and control by risk management and post audit.
