Capacity assessment for Customs officers to improve their self-learning

They are Hanoi, Hai Phong, Da Nang, Tay Ninh, Binh Phuoc, Thanh Hoa, Nghe An, Ha Tinh, Dak Lak, Gia Lai - Kon Tum, Lang Son, Quang Nam, Quang Ngai, Ha Nam Ninh, Binh Dinh, Khanh Hoa and Ba Ria - Vung Tau.

There are 2,325 customs officials who do not hold leadership positions from 19 local customs departments participating in the exam, working in seven main areas including: supervision and control, import-export tax, post-clearance inspection, anti-smuggling and investigation, risk management, handling of violations, inspection.

Typically, on September 28, 2023, Quang Ninh Customs Department organized a capacity assessment exam for 219 customs officers.

On September 25, 2023, Lang Son Customs Department organized a capacity assessment exam for 201 customs officers.

On August 17, 2023, Hai Phong Customs Department organized a capacity assessment exam for 452 customs officers.

At the General Department's agencies, the Anti-Smuggling and Investigation Department (General Department of Customs) is the first unit selected to organize capacity assessment exams.

As a result, almost 90% of candidates meet the requirements, with capacity assessment results from level 2 or higher, of which level 3 accounted for 69% of the total number of candidates taking the exam.

Notably, there were 148 candidates gaining the maximum score of 100 points. Many of them work in high-skilled job such as: Post-clearance inspection, Implementation of customs clearance for commercial import and export goods.

For example, Hai Phong Customs Department has nearly 90% of the total number of candidates achieving levels 2 and 3 (the 2 highest levels). Notably, there are 17 candidates achieving the maximum score (100/100 points). .

At Thanh Hoa Customs Department, 58 of 64 candidates achieved level 3, accounting for 90%, of which 7 candidates scored 100; 10% reached level 2.

According to Deputy Director of Hai Phong Customs Department Nguyen Kien Giang, the unit has always focused on training, capacity building and improving qualifications for customs officials. In 2008, 2011, 2016 and 2019, Hai Phong Customs Department organized qualification and capacity assessment exams for customs officials.

“For the implementation of the 2-level capacity assessment model under the direction of the General Department of Customs, Hai Phong Customs Department has proactively implemented related tasks. With the close and effective coordination of the Customs Reform and Modernization Department, the unit has completed the preparations, ensuring the best conditions for this assessment exam", Deputy Director Nguyen Kien Giang emphasized.

It can be said that the capacity assessment exam has now become an important public service activity of the Customs sector, to determine the current state of professional capacity of customs officials for effective use and management of the existing human resources; select qualified officials for planning, training to meet the reform and modernization requirements of the sector.

At the same time, the capacity assessment has been stimulating the emulation movement of self-learning to improve capacity, professional qualifications and skills of Customs officials.

The exam has contributed to creating a vibrant learning atmosphere and enhancing knowledge exchange among customs officials.

The exam results partly reflect the professional capacity and knowledge of customs officials, thereby arranging them to appropriate or selecting qualified officials to create a source of leadership at all levels.

According to Standing Deputy Head of the Customs Reform and Modernization Department Luong Khanh Thiet, Head of the Exam Supervision Team of the General Department of Customs, the results of capacity assessment have also been used in staff organization work such as job transfer and rotation; assessment and classification of officials as well as training and appointment ... Thereby, ensuring the assignment to right people.
