Review capacity assessment for officers who do not hold leadership positions

Implementing plan on reforming human resource management activities based on working positions in 2021 and the plan on implementing the 2-level capacity assessment model, 35 local customs departments have conducted the capacity assessment for officers who do not hold leadership positions from July 28 to November 20, 2023.

Currently, 11 of 35 units have implemented capacity assessment for officers. However, the GDVC realized that many officers have not participated in the capacity assessment exam for the working positions that they are holding but they have taken part in the exam for other simple working positions to avoid getting low scores.

In addition, some departments have well implemented and some departments have not yet closely reviewed the registration of candidates' lists, so that some candidates have taken participated in the exam for working positions inconsistent with their actual positions.

The incorrect exam registration has led to the inappropriate learning of officers or lack of skills that they perform in the reality.

After the exam, candidates cannot improve their capacity and work productivity. At the same time, the units also failed to accurately assess the capacity of officers, thereby failing to implement training and arrangement of officer in line with working requirement; failing to achieve the goal of capacity assessment.

To achieve the target, the GDVC has asked local customs units to rectify the registration of the candidates' lists, and ensure the accurate and effective capacity assessment.

The candidates' lists must be consistent with the current working positions and functions of the units, and the units must send the list to the GDVC at least one month before the time of organizing the exam.
