Binh Duong Customs: Training new import and export policies for Japanese business leaders

At the conference, Binh Duong Customs Department introduced contents in Decree 59/2018/ND-CP amending and supplementing a number of articles in the Government’s Decree 08/2015/ND-CP; contents in draft Circular on origin of imported and exported goods; Circular 39/2018/TT-BTC amending and supplementing Circular 38/2015/TT-BTC on Customs procedures and supervision for imported and exported goods; Customs management of goods for processing, export production and processing enterprise; tax management for exported goods; and post-clearance audit.
At the same time, Binh Duong Customs Department has informed businesses on shortcomings that businesses often mistakenly do with the implementation of import and export procedures. Specifically, accounting units, import and export units often report unified data to the Customs agency; Excessive amounts of raw material subject to tax incentives used for domestic consumption, or for production of products to be sold inland, and liquidation of duty-free machinery and equipment without notification to the Customs.; The norm declared to the Customs agency is not in accordance with the actual production; Processing enterprises do not notify with the Customs agency when they destroy raw material.
In the training conference, the businesses actively interacted and coordinated with Customs officers to discuss unknown issues or shortcomings that are faced by the businesses. The Binh Duong Customs Department thoroughly instructed and responded to the issues presented in the conference for the businesses to understand and correctly apply when carrying out Customs procedures.
Especially, Customs Officers participating in the conference guided in detail a number of Customs procedures in import and export activities, such as procedures for liquidation of machinery for processing, and the application of HS codes in accordance with regulations.
The conference was highly appreciated by the Japanese business community. It is known that this is one of the new dialogue methods (from the general dialogue form to the private training form for leaders’ businesses) that are deployed by Binh Duong Customs Department. Through this conference, the interaction between the Customs agency and leaders’ businesses will be increasing. The business leaders directly listened to the answers from the Customs agency on shortcomings in mechanisms and policies related to import and export procedures, so they can instruct their staff to implement in accordance with regulations.

In addition, in order to express well the role of Customs management, as well as the Customs-business relationship, currently Binh Duong Customs Department still met and exchanged with the Executive Board of foreign investment associations and sub- associations in the province to promptly grasp the operations of these businesses and discuss the method to continue to support and enhance the efficiency of management, as well as create a more favorable environment for import and export, contributing to improving the business and investment environment in the province.
