Director of Binh Duong Customs Department Nguyen Phuoc Viet Dung reported that in the first four months of 2019, the state budget collection has achieved many positive results. As of April 30, 2019, Binh Duong Customs collected VND 4,723 billion, up 15.8% compared to the same period last year, reaching 32.66% compared with the plan assigned by the Ministry of Finance (VND 14,460 billion), reaching 30.66% compared with the desired target assigned by the General Department of Customs (VND 15,400 billion).

In the four months, 4,907 enterprises implemented customs procedures at the Department, up 10% over the same period last year. The number of declarations processed was 514,770, a year-on-year increase of 14%. Import and export turnover reached more than US$14.668 billion, a year-on-year increase of 7.4%.

In addition to the above favorable conditions, Binh Duong Customs Department has also carried out many positive solutions to maintain stable revenues and exploit new revenues. Binh Duong Customs Department has launched a second container screening machine at Song Than Customs Branch, ensuring that 100% of import and export shipments subject to physical inspection have been inspected through container screening machines, facilitating enterprises in quick clearance and minimizing damage. The rate of detecting violations reached 1% of the total number of screened declarations.

The Department also revised the Handbook with five languages ​​provided free for businesses. In this book, Binh Duong Customs has synthesized, standardized and specified policies, regulations, supporting enterprises in searching and implementing administrative procedures, limiting mistakes and preventing acts of harassment of customs officers.

Although Binh Duong Customs has not detected signs of establishment of smuggling lines and groups, goods in Binh Duong province are mainly processed for export and enterprises are mainly processing enterprises in industrial zones (accounting for 80% of total import-export turnover), therefore, smuggling and trade fraud continue to be a problem. There are 145 enterprises importing pre-substances and drug production capabilities in the province, with many complicated factors about using pre-substances, drug transhipments and incorrect declarations.

Binh Duong Customs Department has coordinated with forces such as the Anti-Smuggling Investigation Department (General Department of Customs), Police of Binh Duong province and related agencies in the province to take measures to prevent smuggling, trade fraud and counterfeit goods. Raising awareness of drug prevention for customs officers and enterprises. Resolutely preventing customs officers supporting acts of smuggling and law violations.

In the four months, Binh Duong Customs discovered 329 violations in the field of customs. The total fines for administrative violations was over VND 4.1 billion, the amount of tax arrears through administrative sanctions was over VND 21 billion for 109 among 329 cases.

At the meeting, the leaders of the Ministry of Finance and the General Department of Customs recognized and praised the achievements of Binh Duong Customs in the past and the first four months of 2019.

Deputy Minister of Finance Vu Thi Mai said, the revenue reaching 32.66% of the plan assigned by the Ministry of Finance and the growth rate of 15.8% compared to the same period last year is a very good result. Accordingly, Binh Duong Customs is requested to exceed the target of VND 15,400 billion in the future. Binh Duong Customs is also one of the units applying the customs modernization reform program of the General Department of Customs. As an area with a large number of processing and export production enterprises, Binh Duong Customs has inspected 100% of export production and prevented violations. In general, all tasks were synchronously deployed.

Regarding the prevention and fight of smuggling and trade fraud, Binh Duong Customs Department has also implemented effective solutions. However, in the current context of smuggling and trade fraud, especially on complicated drugs and pre-substances, Binh Duong Customs Department needs to direct the implementation of the whole Department and all forces, particularly, the role of the head. In particular, the Department should pay attention to the inspection of goods in transit, temporary import for re-export and goods from bonded warehouses.
