According to the assessment of Ha Nam Customs Branch, import-export activities in Ha Nam province have been quite exciting in many fields and industries. As of June 20, 2024, there are about 1,300 businesses registering customs clearance at Ha Nam Customs Branch. Businesses participating in import-export activities in Ha Nam are mainly export processing and manufacturing businesses in the province's industrial parks. With the excitement of production, business, and import-export activities of businesses in the area, there are also be the risk of businesses taking advantage of tax policies, electronic customs clearance, and openness in declaration to carry out illegal acts during customs clearance.

Clearly identifying potential risks, Ha Nam Customs Branch has strengthened measures to inspect and supervise import and export activities. In particular, Ha Nam Customs is increasing the frequency of random inspection of some suspicious shipments at the time of registering declarations or businesses doing procedures for the first time, businesses from other provinces coming to do procedures at the branch. In particular, Ha Nam Customs focuses on inspecting shipments and businesses identified by the risk management system to assess compliance level of import-export businesses in the management area.

Mr. Le Viet Thang, Manager of Ha Nam Customs Branch, said that in order to achieve efficiency in combating smuggling and trade fraud, the unit has strengthened the work of capturing and collecting information and data to determine criteria for physical inspection of goods.

In addition, the unit is promoting communication and strictly implementing regulations on customs procedures; strictly inspecting and controlling compliance with goods management policies and other legal regulations for import and export goods that are precursors on the list of drugs and precursors issued by the Government; strengthening patrols and control of key areas, understand the situation of entities related to drug crimes to have effective plans and measures. Along with that, enhancing control of illegal trading and transportation of wild animals and plants newly added to the CITES Convention on international trade in endangered wild animals and plants.

The fierceness in inspection and supervision shows that, from the beginning of the year until now (June 20), Ha Nam Customs Branch handled 60 violations, imposing administrative fines of over VND300 million. The violations were mainly violations of regulations on deadlines for customs procedures and tax filing; violations of regulations on customs declaration; violations of tax declaration regulations leading to underpayment of tax payable.

Typically, recently Ha Nam Customs Branch coordinated with the Economic Police Department (Ha Nam Provincial Police) to inspect and handle administrative violations of an enterprise with a fine of VND35 million for act of self-selling to the market about 8 tons of aluminum, wood, and scrap paper that were under the supervision of the Customs agency without making customs declaration.

From now until the end of the year, Ha Nam Customs will strengthen measures to prevent fraud related to declaration of origin, code, and value of goods. Moreover, the unit will strengthen the inspection of taxable values; apply codes and tax rates; physical inspection of goods in terms of name, quantity, type, and weight of import and export goods. In particular, focusing on imported used machinery and equipment, chemicals, and precursors, Mr. Le Viet Thang emphasized.
