Bac Ninh Customs: Coordinate to promote import and export through the area

Promote the application of information technology

Over the past 2 years, Bac Ninh Customs Department has proactively signed regulations to coordinate with the Industrial Park Management Boards of Bac Ninh, Bac Giang and Thai Nguyen provinces to improve work efficiency in state management tasks for with investment projects of economic organizations in industrial zones. At the same time, create favorable conditions, shorten administrative procedures, promote investment, improve the Provincial Competitiveness Index (PCI), contributing to promoting socio-economic development and build a healthy, fair and developed business investment environment.

For example, in Bac Ninh province, after more than 1 year of implementation, the coordination regulations between Bac Ninh Customs Department and the Provincial Industrial Park Management Board have been effective in supporting the business community, promote investment attraction, production and business, import and export activities. The exchange of information and coordination in state management of investment, export and import activities of businesses and investment projects in industrial parks in the province are carried out smoothly, fast and convenient.

With the current strong investment growth rate in the area, the number of businesses is forecast to increase, requiring the Provincial Industrial Park Management Board as well as the Bac Ninh Customs Department to improve efficiency and management capacity, including the role of coordination and information exchange about businesses and investment projects of the two sides.

Recently, Bac Ninh Customs Department has continued to promote IT application and risk management, shifting management from pre-inspection to post-inspection, shortening customs clearance time, facilitating trade activities. The unit has been proactive and pioneered in building IT software that integrates data to centralize management stages to help improve the efficiency of reporting and statistics; Analyze information and issue risk warnings in management activities.

To promote the effectiveness of management software, Bac Ninh Customs Department and the Industrial Park Management Board promote coordination and exchange information quickly and promptly.

Bac Ninh Customs is responsible for informing the Management Board of Industrial Parks about handling assets and goods of imported origin when an enterprise changes its type from an export processing enterprise to an enterprise that does not enjoy policies of an export processing enterprise. Information that economic organizations implementing investment projects have arising problems related to increasing the project's goals and capacity scale compared to the Investment Registration Certificate; Provide statistical information on tax collection, import and export turnover of businesses upon receiving request documents from the Management Board of Industrial Parks, etc.

Coordinate the exchange of business information

During the management process, Bac Ninh Customs Department discovered many violations of law in the customs field. Specifically, sending raw materials, supplies, machinery, and equipment to another facility for reprocessing or to a facility or storage place other than the original location notified to the Customs agency for processing and producing exported goods without notifying the Customs authorities. Violations of regulations on management of raw materials, supplies, machinery, equipment, processed products, export production, and export processing lead to actual goods inventory being lower than accounting documents and accounting numbers, customs records for exported and imported goods discovered by the Customs agency during inspection and examination of cleared goods, etc.

Recently, at the Conference summarizing the coordination regulations between Bac Ninh Customs Department and the Provincial Industrial Park Management Board, a representative of Operation Division, Bac Ninh Customs Department said that the unit has just deployed business information collection software, thereby identifying the "health" of the business so that the Customs agency can make management decisions. Therefore, many information indicators require coordination and information sharing from the Management Board of Industrial Parks and relevant authorities.

For example, about the electricity usage situation of businesses, the software calculates the amount of certain machines in operation, the amount of raw materials, and output products that increase or decrease, immediately giving warnings to the agency. Customs authorities analyze unusual signs, etc. Similarly, related to information indicators about workers, the number of human resources at businesses by each industry, monthly and quarterly worker fluctuations, so that the Customs agency can provide warnings and solutions for management.

"Bac Ninh Customs hopes to receive closer coordination from the Industrial Park Management Board and relevant departments and branches in sharing information to improve the efficiency of state management of customs in the area", said a representative of the Operation Division.

Agreeing with the above opinion, the representative of Bac Ninh Customs Sub-department, Bac Ninh Customs Department said that grasping the production situation of enterprises, dissolution and bankruptcy is necessary for the Customs agency to implement tax administration measures. In the coming time, the Management Board of Industrial Parks is requested to provide information on changes in projects so that the Customs agency can evaluate the production capacity of enterprises. Because, according to regulations, when businesses change the content of the project scale, the Customs agency needs to evaluate the production capacity of the business to ensure management of output and input raw materials in accordance with the actual operations of the business.

Responding to the proposal of the Bac Ninh Customs Department, the leader of the Bac Ninh Industrial Zones Management Board said that the coordination, provision and sharing of information related to the activities of businesses are necessary, but still ensure business information confidentiality. In the coming time, we hope that the two units will continue to seriously and effectively implement coordination regulations, thereby contributing to creating an equal business environment and promoting production and business activities of local enterprises.
