Providing iformation in a timely fashion

On the afternoon of June 28, Bac Ninh Customs Department and Bac Ninh Industrial Park Management Board held a conference to summarize the coordination regulations between the two units in state management of investment, import and export activities, state management of Customs of investment projects in industrial parks in Bac Ninh province (Regulations signed on November 1, 2022).

According to the report at the Conference, after more than a year of implementing the regulations, the two units have had close and effective coordination, typically on aspects such as: Providing information on projects which gained investment registration certificate for export processing enterprise type or written confirmation for the investor in case the issuance of investment certificate or adjusted investment registration certificate is not required to implement the expanded investment projects.

To date, the Management Board of Bac Ninh Industrial Parks has issued Investment Registration Certificates for export processing enterprises for 26 projects and promptly informed the Bac Ninh Customs Department to know the official project timeline and carry out actual inspection of meeting customs inspection and supervision conditions for export processing enterprises.

Thereby, Bac Ninh Customs Department has been proactive in implementing inepction activities of inspection and supervision conditions of export processing enterprises when they complete construction.

On the contrary, Bac Ninh Customs Department promptly informed the Management Board of Bac Ninh Industrial Parks about the results of the physical inspection of customs inspection and supervision conditions for export processing enterprises so that the Industrial Park Management Board synthesizes information of enterprises to serve management.

Regarding coordination in handling imported assets and goods when an enterprise changes its type from an export processing enterprise to an enterprise that does not enjoy the export processing enterprise policy regime and vice versa, the Bac Ninh Customs Department has promptly informed the Management Board of Bac Ninh Industrial Parks about the handling of imported assets and goods with unpaid tax and still in stock; results of inspection of raw materials and supplies in stock and tax treatment according to regulations for four enterprises.

Facilitating trade and improving management efficiency

Regarding state management coordination for the termination of operation of investment projects and relocation of investment project implementation, the Bac Ninh Industrial Park Management Board has sent a written notice of termination of operation for 92 investment projects to Bac Ninh Customs Department.

From information provided by the Management Board, Bac Ninh Customs Department has proactively reviewed cases where obligations arise with the Customs agency to promptly carry out procedures according to the provisions of law and inform the results to Bac Ninh Industrial Parks Management Board.

Other outstanding content related to coordination and supervision of investment activities of the Management Board of Bac Ninh Industrial Parks promptly notified the Bac Ninh Customs Department to coordinate management according to regulations for information about strikes, fires, explosions or other information of potentially running away, going missing, stopping operations of operations in the industrial parks.

For coordination in providing and exchanging business information and statistics on tax collection, import and export turnover of enterprises in the Industrial Parks, through focal points, Bac Ninh Customs Department had 15 times of providing statistical information on tax revenue, import and export turnover of enterprises in industrial parks to the Management Board of Bac Ninh industrial parks to serve the work of synthesizing, reporting import and export activities, and evaluating efficiency of performance of enterprises in industrial parks.

Based on the effectiveness of the recent coordination work, at the Conference, the two units agreed to continue implementing coordination regulations to effectively manage and support the business community in implementing investment activities, production and business activities, import and export, creating a favorable investment and business environment for businesses to operate effectively.

Bac Ninh has 16 concentrated industrial parks approved by the Prime Minister for development planning with a total area of ​​6,397.68 hectares, of which 12 industrial parks have been put into operation.

In addition, Bac Ninh has integrated and added 5 new industrial parks and relocated 1 industrial park into the planning of Bac Ninh province for the 2021-2030 period, with a vision to 2050.

To date, Bac Ninh has issued investment certificates to 2,037 projects, from 37 countries and territories, (1,417 FDI projects and 620 domestic projects) with a total capital of US$28.03 billion (of which FDI capital is US$24.44 billion, domestic capital is US$3.59 billion).

In the first 6 months of 2024, total import-export turnover in the province under the management of Bac Ninh Customs Department reached US$79.9 billion, up 4% over the same period in 2023 (including: Bac Ninh, Bac Giang, Thai Nguyen) . Of which, Bac Ninh reached US$33.2 billion, equal to 92% of the same period in 2023.

The budget revenue of Bac Ninh Customs Department is VND6,100 billion, reaching 54% of the assigned target (VND11,200 billion), up 26% over the same period in 2023, of which Bac Ninh area reached VND3,930 billion, up 25% over the same period in 2023 and reaching 56% of assigned targets.
