In 2023, the average time from receiving declarations to completing customs clearance procedures and releasing goods through areas managed by Bac Ninh Customs Department decreased by 61% for exported goods and 41% for imported goods. In October 2023, as recorded by the General Department of Customs, Bac Ninh Customs Department was the unit which led the administrative procedure reform index for two consecutive years nationwide. |
Many businesses appreciate customs support
Bac Ninh, Bac Giang, Thai Nguyen have become destinations for high-tech "eagles". Which is proved by the scale of import-export turnover in the areas. In 2023 alone, the total import-export turnover through these provinces reached over UD$160 billion, accounting for nearly 25% of the country’s total trade turnover.
“With a limited number of officials and civil servants, the management area stretches across the three provinces of Bac Ninh, Bac Giang and Thai Nguyen, so the unit has applied maximum information technology and reformed procedures, as well as applied modern technology to ensure the fastest clearance", the leader of Bac Ninh Customs Department said.
Currently, Bac Ninh Customs Department is managing about 6,500 businesses. Most of these are processing, manufacturing, exporting, and export processing businesses, which are non-taxable and tax-exempt types.
Also noted by a reporter from Customs Magazine, many large businesses and corporations in areas including Bac Ninh, Bac Giang, and Thai Nguyen all highly appreciate the support from customs branches under Bac Ninh Customs Department.
According to the representative of Amkor Technology Vietnam Co., Ltd., during the project implementation process, the company received effective support and cooperation from the Bac Ninh Customs Department. And he hoped that when the project goes into operation, the company will continue to receive effective support and assistance from the Customs so that the company can develop production and business activities sustainably in Vietnam.
Especially for new businesses investing in Vietnam such as Amkor and Trina Solar, representatives of these businesses all affirmed that, thanks to the dedicated support of Customs officers and civil servants, businesses shortened the time Customs clearance, speeding up the factory construction process, importing machinery and equipment to soon put the factories into operation.
The leader of Hana Micron Vina Co., Ltd. (Korea's leading FDI enterprise in the field of semiconductors) expressed that the customs procedures for the company's imported machinery, equipment, raw materials... have been processed quickly and smoothly by Bac Giang Industrial Park Customs Branch. In case any problems arise, customs officials will guide enthusiastically and promptly.
Five activities to develop partnerships
Over the past 10 years, Bac Ninh Customs Department has seriously and effectively implemented plans to develop partnerships between Customs and Businesses and relevant parties. In particular, focusing on five main activities including: information, business support, consultation with businesses and related parties, law enforcement supervision, Customs-Business cooperation.
They are, ensuring the business community fully and promptly grasps customs policies and legal regulations; promptly resolving difficulties and problems while sharing, supporting, and creating favorable conditions in the customs clearance of the business community. Along with that, encouraging businesses to contribute opinions and recommendations to improve customs policies and laws, programs and projects on customs reform and modernization. Creating favorable conditions for people and businesses to monitor customs law enforcement by agencies and civil servants, as well as participate in the customs reform and modernization process; focusing on building Customs-Business relationships based on the strengths, capabilities, and cooperation needs of businesses.
As noted by the Bac Ninh Customs Department, the above activities have contributed to improving the effectiveness of implementing customs policies and laws and promoting the development of the Customs agency and the business community. The unit has continuously strived to reform administrative procedures, develop Customs-Business partnerships and actively applied information technology in all aspects of work.
At the Department level, the unit has also actively implemented activities to promote the Customs-Business partnership. Every year, the Department has issued plans to disseminate the law; provided information to the business community; organized Customs-Business dialogue conferences; assigned civil servants to support businesses and answer questions.
Units under the Department have always focused on developing, accompanying, guiding and regularly connecting with businesses to grasp and promptly resolve recommendations and problems to support businesses when carrying out customs procedures.
Sharing the results of implementing partnership development, the leader of Bac Ninh Customs Department said that thanks to the synchronous implementation of activities to support and accompany businesses, the unit has resolved difficulties and obstacles promptly and effectively, facilitating customs clearance for the business community, promoting the development of import and export activities. This has built trust in businesses, thereby enhancing voluntary compliance of businesses, contributing to improving the business investment environment towards an increasingly healthy, convenient, transparent and effective environment.
