Ba Ria Vung Tau: Revenue from post- clearance audit reached nearly VND 9.6 billion

Ba Ria-Vung Tau Customs said that from the beginning of the year to now, the Department has conducted 7 post-clearance audits at head offices of Customs and 17 audits at premises of Customs declarants, reaching 35% compared to the assigned target.
Analyzing causes affecting revenues, Ba Ria-Vung Tau Customs Department said that over the past years, almost all enterprises with medium and high turnover and high risk were conducted post-clearance audit at premises of Customs declarants. There have been enterprises audited twice to complete the assigned target. Currently, the Department has focused on post-clearance audit schemes in the field of price control for risk items. However, the revenue is not high.
In 2017, the General Department of Vietnam Customs assigned the Department to conduct post-clearance for some enterprises outside its control area to create conditions for Customs officials to improve their experience on the post-clearance audit, contributing to high revenue. However, until 2018, Ba Ria-Vung Tau Customs Department has limited the post-clearance audit for enterprises outside its control area, which affected revenue results from post-clearance audit.
Regarding the personnel, currently, the assignment of Customs officials is in accordance with provisions as well as the arrangement and restructure of teams in line with Decision of the General Department of Vietnam Customs, but the Post-clearance Audit Branch under Ba Ria –Vung Tau Customs Department has to face the lack of qualified staff to meet requirements of assigned work and task.

Also, Ba Ria-Vung Tau Customs Department said that the Post-clearance audit requires the Customs officials to have good qualifications, skills and experience for their work performance. Therefore, in order to ensure the effectiveness of this work, it needs to prolong the working time of officials at Post-clearance Audit Branches, so ensuring professionalism and experience in this field.
