98 percent of administrative procedures’ dossiers are solve via online

Evaluating administrative reform in the first six months of 2019, the General Department of Vietnam Customs said that the units received and processed timely and efficiently.

The General Department stated the units in the industry received and solved the reflections and proposal of individuals, organisations and enterprises about administrative procedures while also tackling directives on listing and fully posting of administrative procedures at the office, the location of implementingcustoms procedures, on the portals, electronic information pages and the national database about administrative procedures.

The control of administrative procedures aims to facilitate businesses in implementing administrative procedures, ensuring management requirements. Specifically, assessing the impact of administrative procedures in five draft legal documents that were assigned to General Department for chairing the draft (including 25 amended and supplemented administrative procedures, while oneadministrative procedure was abolished).

Submitting to the Ministry of Finance to sign decisions of announcing administrative procedure in Circular No. 07/2019/TT-BTC, Decree No. 134/2016/ND-CP and Circular No. 22/2019/TT-BTC (including 11 new administrative procedures; eight amended and supplemented administrative procedures, one administrative procedure was abolished).

The General Department of Customs is seeking comments of the Office of Ministry of Finance for the draft decision announcing the administrative procedure in Decree No. 59/2018/ND-CP, Circular No. 38/2018/TT-BTC, Decision No. 10/2018/QD-TTg, Circular No. 93/2018/TT-BTC; counting the administrative procedure in the Circular No. 39/2018/TT-BTC to complete and submit to the Ministry of Finance for announcement.

Besides that, General Department submitted to the Ministry of Finance about simplifying two administrative procedures in Circular No. 22/2019/TT-BTC; proposed simplifying seven administrative procedures, cutting business conditions and simplifying 14 business conditions in the draft decree amending and supplementing Decree No. 68/2016/ND-CP in accordance with Decision No. 832/QD-BTC dated May 31, 2018 and Decision No. 2141/QD-BTC dated November 14, 2018 of the Ministry of Finance.

Regarding administrative reform, the General Department of Vietnam Customs directed and operated administrative reforms toward the Government's orientation in Resolution No. 30c/NQ-CP dated November 8, 2011 and directives of the Ministry of Finance.

Notably, improving the business environment and enhancing national competitiveness have been focused via continuing improving the customs law system; strengthening the implementation of the National Single Window and ASEAN Single Window; coordinating with ministries and sectors to reform the work of specialised inspection; and promoting customs modernization.

At the same time, the General Department of Vietnam Customs also submited to the Ministry of Finance a plan of implementing the solution on improving the ranking of Cross-border Trade Transaction Index. Organising to work with the Department of Private Economic Development Research under Advisory Council on Administrative Procedure Reform of the Prime Minister to learn about the Index of Administrative Compliance Cost Assessment in 2019 and receiving, handling the shortcomings and problems that were shown from the survey of the implementation of Customs administrative procedures in six provinces and cities.

According to the General Department of Vietnam Customs, the administrative reform, control of administrative procedures, improvement of business environment, enhancing of national competitiveness in the first six months had been paid attentionin order to facilitate enterprises in implementing administrative procedures, ensuring management requirements, contributing to reduce clearance time, minimising the negative in resolving administrative problems especially at the branch level.
