At the building center on the management of Customs IT system (under the IT and Customs Statistics Department of the General Department of Vietnam Customs) on the morning of 1st March 2017, a reporter of the Customs Newspaper found the leader of the IT and Statistics Customs Department and about 10 Customs officers operating and monitoring the public online services system.

A representative of the Portal Management Division (under the IT and Customs Statistics Department) said that the system ran smoothly the whole morning.

To 9:30 am on 1st March 2017, there were 9 records submitted through the public online services system. Specifically, there were 6 records for tax refund, 2 records for cancellation of Customs declarations and 1 record for addition of Customs declarations. In particular, the first record was submitted through the public online services system at 7:30am.

The above records were handled by Customs Branches as follows: the Customs Branch of Phu My port (under the Ba Ria-Vung Tau Customs Department ), the Vinh Phuc Customs Branch (under the Hanoi Customs Department), the Customs Branch of Cau Treo international border gate (under the Ha Tinh Customs Department).

A Customs officer here said that due to the first day of formal implementation of the public online services system with digital signatures, the number of records submitted through the system was small.

According to a representative of the Portal Management Division of Customs, 41 records which were performed in the public online services system from 1st March 2017 were studied carefully and they were typical administrative procedures in the field of Customs.

In particular, the administrative procedures of Customs Branches are mainly: procedures for cancellation of Customs declarations; procedures for an addition of information on Customs declarations; procedures for certification of origin of imported automobiles and two-wheeled vehicles; procedures for classification of complex machines; certified true copy of Customs declarations; tax refund according to Circular 38/2015/TT-BTC; tax reduction on goods damaged or lost in the monitoring process; gifts and samples subject to tax exemption.

The leader of the Customs Portal Management Division added that the formal implementation of public online services met the requirements of e-Government and was also an important step in the reform and facilitation of the business community to implement administrative procedures in Customs. Specifically, in the case where records should be amended or supplemented, it will take enterprises much time to accomplish if they work directly instead of using public online services. Accordingly, enterprises now can easily use online trading methods based on the Internet.

Reportedly, the public online services system of Customs will operate continuously 24 hours per day to receive records of enterprises (24 hours per day and 7 days per week).
