25 working positions of specialized customs officers

VCN – The Ministry of Finance has issued Circular 54/2023/TT-BTC guiding the working positions of specialized officers in agencies and organizations under the Financial sector. According to the list of working positions issued together Circular 54, there are 25 positions for specialized customs officers. The Circular takes effect from October 1.

Circular 54 provides instruction in the list of working positions, job descriptions, and competency frameworks for working positions of specialized officers in units under the Ministry of Finance and agencies and organizations in the Financial sector.

Subjects of application are local and central agencies and organizations in the Financial sector. Specifically, administrative agencies and organizations under the Ministry of Finance, including departments, bureaus and equivalents under the Ministry of Finance (central level); departments, bureaus and equivalents under the General Department of Taxation, the General Department of Vietnam Customs, the General Department of State Reserve, the State Treasury, the State Securities Commission (general department level); Tax Departments of provinces and centrally run cities; Customs Departments of provinces, inter-provinces and cities centrally run cities; regional state reserves; State Treasuries of provinces and centrally run cities (department level).

In addition, there are Tax branches of districts, towns, cities, and regional Tax branches; Customs branch; the State Reserve branch under the regional State Reserve Department; district state treasury. There are also Finance department; Finance - planning department under People's Committee, district, town and city.

The list of working position of specialized officers specialized in Finance sector includes 101 positions. There are 30 working positions at central, province and district levels such as the official in charge of public property management, the official in charge of price management, the official in charge of corporate financial management, the official in charge of Insurance.

There are 71 working positions at the general department, department and branch levels: the official in charge of tax administration; the officials in charge of customs control and supervision, the official in charge of anti- smuggling and investigation, the customs risk management inspector…

According to the guidance of Circular 54, if the officer is in a rank higher than that of the corresponding working position, it will be maintained the rank until new instructions on salary are issued.

For the working position of staff and officer in charge of state budget expenditure control, the Circular provides provisions on the review and completion of standards for shifting the equivalent working position or taking the exam to the higher rank within six months from the effective date of this Circular, abolishing the working position of staff and officer in charge of state budget expenditure control specified in the annex to this circular.

According to the list, there are 25 working position in customs area, including 17 positions at general department level, 20 positions at department level and 15 positions at branch level.

Circular 54 also provides a specific description of each job position. For example, a senior inspector of customs control and supervision is in charge of advising and instructing implementation of customs procedures and inspection for import, export and transit goods and vehicle; inspecting and determining the origin of goods; guiding the implementation of protection of intellectual property rights, and goods labels, and modernizing customs in accordance with the law.
