Working Group 399 on e-commerce launched

Speaking at the launching ceremony, the Head of the standing office of the National Steering Committee 389 Dam Thanh The, Head of the working group 399, said that the Standing Office advised, instructed and inspected competent forces in the implementation of the fight against smuggling, trade fraud and counterfeiting.
"E-commerce has grown at a rapid rate and played an important role in the national economy. However, e-commerce activities have potential risks of trading of goods of unknown origin, especially fake goods and goods infringing intellectual property rights,"said Mr. Dam Thanh The.
Accordingly, the standing office held many seminars with competent forces from the central to local levels, advised leaders of the National Steering Committee 389 to draft, consult, sign for promulgation and the implementation of Plan No. 399 on strengthening the fight against smuggling, trade fraud and counterfeiting in e-commerce activities. As a result, the competent forces have identified and handled many key cases.
Plan 399 has many differences in implementation time (lasting three years) and involves the participation of competent forces from central to local levels, associations and manufacturers.
At the same time, the standing office has advised leaders of the National Steering Committee 389 to establish the working group 399.
Accordingly, the working group 399 shall be responsible for monitoring the situation and coordinating with relevant agencies to guide, inspect and urge ministries, agencies and localities to carry out Plan 399 effectively; working with central and local authorities to develop programs, plans, and phased coordination mechanisms to carry out assigned tasks in Plan 399.

Coordinating with ministries, agencies, localities, domestic and foreign enterprises to organize conferences and seminars to accurately assess the current situation, propose solutions to improve the effectiveness of the fight against smuggling, trade fraud and counterfeiting in e-commerce activities;
Receiving information and coordinating forces in implementing tasks stated in Plan 399; promptly advisingand proposing leaders of the National Steering Committee 389 to direct and handle problems arising in the implementation of Plan 399.
In addition, the working group 399 is responsible for proposing leaders of the National Steering Committee 389 to promptly reward collectives and individuals with outstanding achievements in the prevention and control of the abuse of e-commerce for smuggling, commercial fraud and trading of fake goods; strictly dealing with collectives and individuals that have acts of covering, assisting or defending those who abuse e-commerce activities to violate the law.
Working with press agencies to disseminate laws on violation acts related to e-commerce activities.

Based on the above tasks, members of the working group 399 discussed contents to issue operational regulationsof the group.
On October 30, Minister of Finance Dinh Tien Dung, Standing Deputy Head of the National Steering Committee 389, signed Decision No. 12 / QD-BCD389 to establish a working group to inspect and implement Plan No. 399 on strengthening the fight against smuggling, trade fraud and counterfeiting in e-commerce activities (hereinafter referred to as Working Group 399). The working group 399 consists of 11 members led by the Head of the Standing Office of the National Steering Committee 389 Dam Thanh The and Deputy Head of the Standing Office of the National Steering Committee 389 Vu Hung Son. The members of the working group 399 are representatives of the Standing Office of the National Steering Committee 389; Department of E-commerce and Digital Economy (Ministry of Industry and Trade); General Department of Market Surveillance (Ministry of Industry and Trade); General Department of Taxation (Ministry of Finance); General Department of Customs (Ministry of Finance); Inspectorate of the Ministry of Information and Communication; Banking inspection and supervision agency (State Bank of Vietnam); and Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security). |
