Recently, Ho Chi Minh City Tax Department has requested the Ho Chi Minh City Customs Department to coordinate in applying measures to enforce the suspension of customs procedures to recover debts for the state budget in many cases of large tax debts ranging from several billion to thousands of billions of VND.

In particular, the number of enterprises subject to enforcement is mostly carried out by the Investment Goods Customs Branch.

As a result, after enforcement, many enterprises with very large tax debts ranging from several billion to tens of billions of VND have paid their tax debts to the state budget.

Sharing about the enforcement by the measure of suspending customs procedures for imported and exported goods of enterprises in cases of domestic tax debts, Head of the Investment Customs Branch Le Tuan Binh said that the unit has implemented the coordination regulations between the Ho Chi Minh City Customs Department and the Ho Chi Minh City Tax Department since May 2021.

Accordingly, when overdue tax debts arise, Ho Chi Minh City Tax Department will send an official dispatch to the Customs agency requesting tax debt enforcement for each specific case.

The Customs agency will base on the official dispatches of the Tax agency to issue a decision to enforce the suspension of customs procedures for the export and import goods of enterprises.

According to Mr. Le Tuan Binh, with the above enforcement measures, the coordination of domestic tax debt collection in the past has been very effective, many enterprises have fulfilled their tax obligations to the State.

From the beginning of 2024 to October 25, 2024, the Investment Customs Branch has issued over 180 enforcement decisions against tax-indebted enterprises by the measure of suspending customs procedures for the export and import goods, with a total amount of tax of over VND 6,225 billion.

Among them, there are many forced enterprises with very large tax debts, such as: Xuyen Viet Oil Trading, Transport and Tourism Company Limited (address: 465-467 Hai Ba Trung, Ward 8, District 3, HCMC), debt of over VND1,739 billion;

Golden Hill Investment Joint Stock Company (address: 8 Nguyen Hue, Ben Nghe Ward, District 1, HCMC), debt of over 1,289 billion VND; Pacific Airlines Joint Stock Company (address: 112 Hong Ha Street, Ward 2, Tan Binh District, HCMC), debt of over VND751 billion;

Housing Development and Trading Joint Stock Company (address: 36 Bui Thi Xuan, Ben Thanh Ward, District 1, HCMC), debt of over VND352 billion; Bach Khoa Viet Construction Investment Trading Joint Stock Company (address: 346 Tan Ky Tan Quy, Son Ky Ward, Tan Phu District, Ho Chi Minh City), owes over VND220 billion.

After the Customs authority issued the enforcement decision, there were 34 cases paying tax to the state budget, with a total amount of over VND237 billion.

In which, K. Construction JSC paid over VND51 billion; S. Infrastructure Development JSC paid nearly VND39 billion; B. JSC paid nearly VND32 billion; C. Development Investment JSC paid over VND30 billion; T. Construction Investment JSC paid VND27.5 billion.

According to the Investment Customs Branch, in the process of coordinating with the Ho Chi Minh City Tax Department to implement tax debt enforcement decisions, in addition to positive results, the Customs authority discovered some unreasonable points.

The unit has discussed and made recommendations with the Tax Authority to jointly implement effectively in the coming time, with the goal of collecting the highest tax results for the state budget.

From the time of starting coordination with the Ho Chi Minh City Tax Department (May 2021) to October 25, 2024, the Investment Customs Branch has issued 1,076 tax enforcement decisions, with a total tax amount of nearly VND 9,400 billion; terminated the enforcement decisions of 114 cases, with a total collected tax of over VND 626 billion.
