Vietnam, US Customs upgrade ties in a new phase

Accordingly, the leaders of Vietnam Customs and the US Customs evaluated the substantive and proportionate contributions to bilateral relations between Vietnam and the United States in the context that the relationship between the two countries has been upgraded to comprehensive strategic partnership.

Within the framework of the visit, the two agencies held a high-level meeting between Director General of the General Department of Customs Nguyen Van Can and Acting Commissioner of the US Customs and Border Protection Troy Miller.

At the meeting, the two sides spent a lot of time discussing specifically, frankly and openly about the results of implementing the CMAA. According to the assessment of both sides, mutual cooperation and mutual assistance to prevent violations of customs regulations under the CMAA have been implemented effectively and promptly, meeting the requirements of both sides.

Mr.Troy Miller highly appreciated the efforts of Vietnam Customs in supporting and providing information to US Customs in investigating and verifying suspicions of origin fraud and illegal transshipment.

Director General of the General Department of Customs Nguyen Van Can and Acting Commissioner of the US Customs and Border Force Troy Miller signed the Declaration of Intent to seek cooperation opportunities in the field of risk management for goods, including the establishment of a Foreign Electronic Cargo Data Exchange Program (FECDEP) in Vietnam".

As for Vietnam Customs, Director General Nguyen Van Can also highly appreciated the technical support and capacity building training activities that the US Government and US Customs have given to Vietnam Customs.

Discussing the orientation to further deepen the cooperative relationship between the two sides to contribute to the two-way trade growth, ensuring national security and the global trade supply chain, Director General Nguyen Van Can and Acting Commissioner Troy Miller agreed to focus on a number of priority areas of mutual interest.

Specifically, the two sides will focus on exchanging information and sharing electronic data on the basis of international practices and recommendations of the World Customs Organization (WCO).

Accordingly, the leaders of the two agencies discussed the possibility of implementing information connection between pairs of large seaports of Vietnam and the US (one pair of large seaports can be selected for pilot implementation).

The leaders of the two sides believe that the establishment and implementation of an electronic data exchange mechanism for goods traded between the two sides will be a useful tool that contributes to facilitating trade between the two countries in parallel with ensuring trade security by analyzing, evaluating and eliminating risks early and remotely based on information early exchanged between the two parties.

At the same time, the two sides will strengthen cooperation activities to prevent origin fraud, transshipment fraud, evasion of trade defense measures and control illegal transshipment and export of goods derived from raw materials produced by forced labor.

To specifically implement this content, the leaders of both sides agreed to implement a mechanism to regularly exchange information, update the list of goods, industries and businesses at high risk of fraud, and share practical experience on effective technical measures to identify and prevent illegal transshipment and export of goods originating from raw materials produced by forced labor.

In addition, in order to affirm the goodwill of the two sides in deepening the cooperative relationship between the two agencies, contributing to the comprehensive strategic partnership between the two countries, Director General Nguyen Van Can and Acting Commissioner Troy Miller signed “the Declaration of Intent to seek cooperation opportunities in the field of risk management for goods, including the establishment of a Foreign Electronic Cargo Data Exchange Program (FECDEP) in Vietnam ".

Accordingly, the Declaration of Intent is the concretization of cooperation and support activities between the two sides under the Government-level Agreement on mutual assistance in the field of customs, focusing on operations in the customs field.

Based on this Declaration of Intent, the two sides will organize technical-level meetings to discuss specifically the methods and connection mechanisms (in the form of a technical agreement) to realize this program in the near future.

It can be affirmed that this business trip of Director General Nguyen Van Can opens a new phase in the cooperative relationship between Vietnam Customs and US Customs.

The working content is reflected in the commitment between the two sides on cooperation in exchanging and sharing electronic data for goods traded between the two countries to serve the management and customs clearance requirements of import and export goods. This substantive professional cooperation activity will provide practical support for customs management and control, ensuring trade security in addition to the traditional factor of trade facilitation, thereby bringing about significant contributions commensurate with comprehensive strategic partnership that the two countries have established.
