Vietnam Customs holds an online conference on work performance of the first quarter, 2017

At the conference, delegates watched photo reportage of the outstanding results in the first quarter of 2017 of the Customs and the directions and tasks that will be deployed by the Customs in the second quarter of 2017.
In the first quarter of 2017, the General Department of Customs completed 3 projects submitted to the Government and 16 projects submitted to the General Departmenton schedule. Currently, a project to present the Ministry and 12 projects to present the General Department level has been continued to implement.
The outstanding point in the key programs of the General Department of Customs in the first quarter, 2017 is the implementation of the National Single Window and ASEAN Single Window, whereby the General Department of Customs has drafted a Decree on the implementation of the National Single Window, ASEAN Single Window and trade facilitation; a detailed Plan for the implementation of the National Single Window for period 2017-2018. Also, submitting to the Ministry of Finance a master plan on investment and finance to meet the requirements of the implementation of the National Single window and the ASEAN Single Window.
Along with that, the General Department of Customs has also collaborated with ministries and sectors to actively implement the master plan on the implementation of the National Single Window and the ASEAN Single Window (2016-2020) (under Decision No. 2185 / QD-TTg dated January 14, 2016 of the Prime Minister). Now, there are 11 ministries and sectors and 37 administrative procedures connecting to the National Single Window with the total of over 290,000 dossiers and over 10,000 enterprises.
The General Department of Customs also completed the draft list of Vietnamese import and exports and consulted ministries and sectors such as: the Ministry of Agriculture and Rural Development, the Ministry of Health, the Vietnam National Tobacco Corporation, the Vietnam Timber and Forest Product Association, the Vietnam Association of Seafood Exporters and Producers. In the coming time, the General Department of Customs continue to consult other specialized units and urgently complete the review of the second quarter to ensure the implementation schedule from 1/1/2018.
In the Customs supervision, the General Department has submitted to the Ministry of Finance to submit to the Prime Minister the Decision on the list of goods subject to Customs procedures at the import border gate; and report to the Prime Minister to permit the official application of border gate transfer to ICD My Dinh for imported consumer goods.
At the same time, the Ministry of Finance has issued Official Dispatch No. 3109 / BTC-TCHQ dated March 9, 2017 guiding the time of C / O submission for goods subject to price regulation and reported to the Ministry to handle shortcomings of temporary imported goods for re-export declarations arising from 2013 and earlier at the provincial and municipal Customs Departments.
Import and export activities in the first quarter are also quite exciting. According to statistics of the General Department of Customs, the total number of import - export declarations estimated in the first quarter 2017 reached 2.5 million declarations, up by 17.2% compared to the same period in 2016 (in which the number of export declarations was estimated at 1 , 2 million declarations, up by 15.2% and the number of import declarations was estimated at 1.3 million declarations, up by 19.1% compared to the same period in 2016). In some Customs sub-departments, the number of Customs declarations increased dramatically.
Some provincial and municipal Customs departments, which had the highest number of declarations, were: Ho Chi Minh City (570,000 declarations); Hai Phong (257,000 declarations); Binh Duong (232,000 declarations); Hanoi (214,000 declarations); Dong Nai (211,000 declarations) and Bac Ninh (196,000 declarations)
By the end of March 15, 2017, the great value of import and export goods was concentrated in the procedures teams /sub-departments with turnover and growth rate over the same period as follows: Yen Binh Customs Sub-department (under the Bac Ninh Customs Department) was $ US 6.41 billion, up by 16.5%; Saigon Port Zone 1 Customs Sub-department (under the Ho Chi Minh City Customs Department) was $US 4.11 billion, up by18.1%; Customs Sub-department for investment management was $ US 3.85 billion, up by 10.4%; and Customs sub-department of Linh Trung Export Processing Zone and Industrial Park was $US 3.46 billion, up to 84.9% ...
Besides, some airport Customs Sub-Departments have higher growth rates than the same period last year, specifically: Vung Tau Airport Customs Sub-Department with $US 684 million (up by 42.5%); Cam Rank International Airport Customs Sub-Department with $ US18 million (nearly 2.5 times higher); Da Nang International Airport Customs Sub-Department with $ US 6.9 billion, more than 2 times higher than the same period last year.
Also in the first quarter of 2017, the total import and export enterprises were 50.900 enterprises, up by 12.5% compared to the same period in 2016.
The number of transit vehicle turns also increased in the first quarter of 2017, estimated at 265,000 turns, up by 1.4% over the same period in 2016, of which the number of exit vehicle turns reached 132,000, increasing by 7.3% and the entry vehicle turns reached 132,000, declining by 3.9%.
As for Cam Ranh - Khanh Hoa International Airport, in the first two months of 2017, there were more than 4.600 flights in and out of the airport, of which there were 2.330 flights out of the airport and2.320 flights in the airport. The daily average flights out of the Cam Ranh port were about 40 and the flights in to the Cam Ranh port were 40.
With the above exciting import and export activities, in the first quarter of 2017, in parallel with the good management of revenue sources and effective anti-loss of State budget revenues, the import turnover of some commodities with large revenues such as imported CBU automobiles, machinery, computer equipment and electronic products has increased. This helped the State budget revenues of the Customs in the first quarter of 2017 increase higher than the same period in 2016. According to the General Department of Customs, in the first three months of 2017, the whole of Customs gained 66,800 billion vnd, accounting for 23.44% of the estimation target, up by 18.5% over the same period in 2016.
Contributing to the State budget revenues in the first quarter of 2017 was the post Customs clearance audit, from January 01, 2017 to March 15, 2017, the Customs conducted 1,312 post Customs clearance audits and collected tax arrears of 236.51 billion vnd (equivalent to 70% of the same period 2016) and actually paid to the State budget (including collecting debts of previous years) 149.94 billion vnd (equivalent to 45% over the same period last year).

One of factors contributing to the State budget revenues of the Customs in the first quarter in 2017 was result from anti-smuggling and anti-trade fraud, from December 12, 2016 to March 15, 2017, the Customs chaired, collaborated, discovered and arrested total of 3,147 violation cases with estimated values of 66.13 billion vnd and contributed to the State budget 33.49 billion vnd (increasing by 13.7% compared to the same period in 2016). The Customs authorities prosecuted 6 criminal cases and transferred 13 cases to other agencies for prosecution.
