Two items helps to raise revenues of Khanh Hoa Customs

Revenue from petroleum increased
According to Deputy Director of Khanh Hoa Customs Department Phan Thanh Son, the first six months of 2024 have seen positive economic and social signals in the locality. The synchronous and drastic implementation of practical solutions to facilitate trade and remove difficulties for businesses has contributed to the recovery of production and import-export businesses in the area.
To implement the task, especially the collection of state revenue, Khanh Hoa Customs Department has closely followed the regular instructions of the Ministry of Finance, the General Department of Vietnam Customs, and the Khanh Hoa Provincial People's Committee to develop specific programs and action plans proactively. In particular, the focus is on speeding up the collection of state revenue; strengthening the fight against smuggling and trade fraud; and strictly controlling to prevent the transportation and illegal trade of goods across the border, ensuring that all activities are smooth, safe, and economical. At the same time, the department has been pushing forward with administrative procedure reform, customs modernization, and the application of information technology into customs procedures to ensure both tight management and quick customs clearance for businesses, attracting businesses to carry out import-export procedures through the management area.
In the first five months of this year, the total number of businesses participating in electronic customs procedures has increased by more than 11% compared to the same period last year, with 161 businesses; 10,715 customs declarations have been made, an increase of 13.04% compared to the same period in 2023.
According to the leadership of Khanh Hoa Customs Department, one of the solutions to accompany and facilitate businesses that the unit is interested in is updating and disseminating new regulations for businesses to comply with. From the beginning of the year to now, Khanh Hoa Customs Department has organized 6 Customs - Enterprise dialogues at the branch level to disseminate new documents and policies related to the customs field; answer questions of businesses about import-export procedures, tax policies, inspection and settlement reports...; receive and settle 18,897 dossiers for businesses, in which 100% of dossiers are settled before and on time.
Deputy Director Phan Thanh Son said that the unit's main source of revenue is from gasoline and oil, with revenue reaching VND 879.89 billion in the first five months, accounting for 63.28% of the total revenue of the whole department, an increase of 246.63% compared to the same period in 2023, equivalent to an increase of VND 626.05 billion. In addition, coal for the Van Phong thermal power project reached VND 293.83 billion, accounting for 21.13% of the total revenue of the whole department, an increase of 47% compared to the same period, equivalent to an increase of VND 93.95 billion. This is because the amount of coal imported for the Van Phong thermal power plant to generate electricity has increased. In addition, revenue from raw materials for cigarettes reached VND 64.41 billion, an increase of 72.27% compared to the same period in 2023, equivalent to an increase of over VND 27 billion.
Strive to exceed state revenue as planned
Despite achieving a relatively high result of revenue collection in the first half of the year, Khanh Hoa Customs Department acknowledges several factors that have impacted its revenue sources. These challenges include sluggish import-export and industrial production activities, particularly in Ninh Thuan province, due to delays in renewable energy project implementation caused by legal procedures. This has resulted in a significant decline in the Ninh Thuan Customs Branch's revenue collection.
Furthermore, declining revenue from certain commodities, such as machinery, equipment, and spare parts for local shipbuilding companies, which fell by 22.24% to VND 71.48 billion in the first few months of the year. Reduced revenue from other machinery, equipment, and goods due to a 2% decrease in the value-added tax (VAT) rate.
To address these challenges and prevent revenue loss, the Khanh Hoa Customs Department is implementing several measures. Accordingly, strengthening risk management practices in customs procedures. It includes implementing the Risk Management Information Collection and Processing Plan 2024, the Key Risk Control Plan, identifying target enterprises for monitoring, and conducting a specialized risk control project on imported stainless steel. Furthermore, effectively implementing debt collection measures: The department recently collected over VND 30 billion in outstanding taxes from a business dating back to 2023.
According to the leader of Khanh Hoa Customs Department, capitalizing on the open-door policies and tourism stimulus initiatives in Khanh Hoa province, the department is also focusing on facilitating international tourism. In the first 6 months of 2024, the number of flights and passengers arriving at Cam Ranh International Airport increased by 177.7% compared to the same period in 2023 following Vietnam's reopening of international air routes. Besides that, the Department also combats smuggling and trade fraud. The department has developed and implemented effective plans to prevent smuggling, trade fraud, and illegal transportation of goods and currency across the border. In early April 2024, the Cam Ranh International Airport Customs Branch detected a large-scale shrimp post-larva smuggling case.
With these comprehensive measures in place, the Khanh Hoa Customs Department is confident in achieving and exceeding its assigned revenue target of VND 2,140 billion for 2024.
