Three leaders of General Department of Vietnam Customs participate in Steering Committee on hiring IT services for implementing Digital Customs

Attending the meeting were leaders of the General Department; heads of units under the General Department; members of the Steering Committee on hiring IT services for implementing Digital Customs, the deployment team on hiring IT services for implementing Digital Customs, and the Advisory Group.

Speaking at the meeting, General Director Nguyen Van Can emphasised that the implementation of Decision 97/QD-BTC dated January 26, 2021 of the Ministry of Finance approving the policy “Hiring IT services to implement Digital Customs” played a very important role in building a new IT system to serve the goal of building a modern Vietnam Customs on a par with developed countries in the world.

In order to implement Decision 97, on February 8, 2021, the General Department of Customs issued Decision 298/QD-TCHQ to establish the Steering Committee on hiring IT services for implementing Digital Customs and advisory team to help the Steering Committee.

The Steering Committee is responsible for directing the formulation, approval and implementation of the plan on hiring IT services for implementing Digital Customs including requirements for professional problems, technical requirements, and cost estimates, information security level, meeting professional requirements of the Customs industry as well as ensuring savings and efficiency.

It will direct the bidding, select contractors to ensure compliance with the provisions of the law and select capable and effective units.

It will direct the testing, piloting and acceptance of the new customs IT system to ensure corresponding to the e-Government architecture of the Ministry of Finance and the General Department of Vietnam Customs, and the intelligent integrated IT system, applying the most advanced technology in the world.

It will also direct the implementation of new IT systems, including data conversion from old systems to the new IT systems.

It will direct the implementation of a new IT system for customs operations in the entire sector, handling problems and difficulties in the process of building and completing legal documents to meet the requirements of implementing a new IT system.

It will direct the assessment and acceptance of the technical aspects of the new customs IT system to pay the IT service rental fee.

It will direct the management and operation, ensure the system works 24/7 and security and safety.

Meanwhile, the Advisory Group is responsible for assisting the Steering Committee in coordinating, monitoring and speeding up the units in the process of hiring IT services; elaborating and reporting to the Steering Committee for approving the detailed work plan of Steering Committee and the working regulations of the Steering Committee.

Synthesize periodic and irregular reports of the Deployment Team; Steering Committee's focal point in coordination with internal and external units in the implementation process.

At the meeting, the Director General requested members of the Steering Committee, the advisory team and leaders of departments of the General Department, local customs departments, especially key customs departments such as: HCM City, Hai Phong, Hanoi to urgently accomplished related work to successfully implement Decision 97/QD-BTC of the Ministry of Finance.
