Digital transformation - a key task

On August 13, 2024, Director General of the General Department of Customs Nguyen Van Can chaired an online conference to summarize the digital transformation work of the General Department of Customs; introduce the overall technical model of Digital Customs, Smart Customs and disseminate new regulations on financial management.

Speaking at the Conference, Director General Nguyen Van Can emphasized that implementing digital transformation in the Customs industry is an important task to realize the Party's major policies and the direction of the Government and the Ministry of Finance.

Implementing Digital Customs and Smart Customs is also a trend of Customs in developed countries and a goal set in the reform, development and modernization process of Vietnam Customs.

Therefore, the Customs sector has made many efforts and achieved remarkable results in digital transformation. However, to achieve the goals of implementing Digital Customs and Smart Customs, it requires greater efforts and determination of civil servants, public employees, and workers throughout the industry.

The Director General requests that all civil servants, public employees, and employees of the Customs industry must continue to seriously grasp the guiding documents and implement drastically, synchronously, and effectively tasks related to digital transformation. Especially, urgently implementing Digital Customs and Smart Customs according to schedule set out.

3 important tasks on digital transformation of the Customs industry

At the Conference, Director of the Department of Customs Information Technology and Statistics (General Department of Customs) Le Duc Thanh reported the results of implementing digital transformation in the first six months of the year and the orientation for the last six months of 2024 of the General Department of Customs.

In the first months of 2024, the General Department of Customs continued to pay attention, lead, direct, and drastically manage digital transformation, including issuance of guiding and operating documents on plans to improve the Steering Committee, organizing meetings to direct the implementation of digital transformation.

According to Director Le Duc Thanh, the three most important tasks in implementing digital transformation of the Customs industry include: building an information technology system; implementing data connection and sharing between the information technology system of the General Department of Customs and the National Population Database (Project 06 of the Government); deploying the National Single Window and ASEAN Single Window.

In addition, the Customs industry has made efforts to ensure security and safety for the VNACCS/VCIS and satellite information technology systems; built and deployed the Document Management and Administration System for the General Department of Customs and local customs departments.

Recently, the General Department of Customs has focused resources to implement digital transformation content and achieved remarkable results. However, the implementation of some key tasks of digital transformation still faces some difficulties and obstacles, including difficulties in fund.

From now until the end of the year, the Customs industry will focus on successfully implementing digital transformation tasks such as: continuing to perfect the legal environment and processes and procedures to meet the requirements of digital transformation of the industry; integrating online public services on the National Single Window Portal with the National Public Service Portal; deploying digital border gates and digital seaports; building information technology systems; implementing Project 06 of the Government; National Single Window and ASEAN Single Window...

Building Digital Customs and Smart Customs in accordance with international standards

Also at the conference, Director of the Department of Customs Control and Management (General Department of Customs) Au Anh Tuan introduced the overall technical model of Digital Customs and Smart Customs.

Accordingly, the overall goals set in building Digital Customs and Smart Customs are applying new technological achievements, meeting international standards, and meeting smart management requirements.

The technical model of Digital Customs and Smart Customs helps comprehensive management of businesses, import, export and transit goods, means of transport on exit, entry, and transit; operates more stably and has higher automation than current systems, overcomes shortcomings of current information technology systems, and is capable of integrating, connecting, and sharing information with other agencies, industries and businesses through the National Single Window Mechanism and is ready to exchange customs data with countries in the region and around the world...

With the above objectives, Digital Customs and Smart Customs will be built to meet the requirements of implementing customs procedures and customs supervision for exported, imported and transited goods; means of transport on entry, exit, and in transit; luggage of passengers on a digital platform; integrate satellite systems to ensure that customs procedures are carried out on a single system; create a unified and complete database to both ensure customs management, save resources and create convenience for customs declarants...

At the conference, under the chair of General Director Nguyen Van Can, representatives of local customs departments: Hanoi, Hai Phong, Ho Chi Minh City, Dong Nai, Binh Duong reported an overall results of the implementation of digital transformation at each unit. In addition, representatives of units proposed a number of solutions to accompany the entire industry in successfully implementing digital transformation and implementing Digital Customs and Smart Customs.
