Speaking at the meeting, Deputy General Director of Customs Nguyen Cong Binh highly appreciated the efforts of the Customs Department of Hanoi together with a number of units under the General Department of Customs to build the legal basis to prepare the system to deploy automated goods monitoring at Noi Bai international airport.
Deputy Director General Nguyen Cong Binh emphasized that this is the first time Vietnam has an automatic system linking the customs office with business enterprises in airports and management agencies, and at the same time, receive prior information, in accordance with international standards as well as regulations of Vietnam.
New Customs solutions aim to apply modern customs management in accordance with international practice as well as facilitate the import and export activities through the air. Especially, in the context of concentrating on logistics development in the Capital, the goods management, and information technology management system will be an effective tool to help Customs and other airlines quickly carrying out goods circulation, effective and efficient state management in the spirit of Resolution 19/NQ-CP of the Government.
On the implementation of automatic customs control and management system for export, import and transit goods at Noi Bai International Airport, Deputy Director of Ha Noi Customs Department Tran Quoc Dinh said that the Department Customs of Hanoi has made a thorough preparation process since 2016, in which Customs investigated and worked with Noi Bai international airport, Northern airport, and airlines. At the same time, the Hanoi Customs Department coordinates with the units of the General Department to complete the proposed management problems for air cargo; system building, information indicators need to receive electronic and legal regulations to implement. The Hanoi Customs Department has coordinated directly with the Customs Information and Statistics Department, the airlines business and Vietnam Airlines to set up a team of experts who are experienced in the fields of information technology, cargo exploitation, knowledge of aviation and electronic bills of lading. Set up a dialogue mechanism, exchange via email, telephone and a group meeting every two weeks. Conducting survey and consultation with airlines, port enterprises and ground service companies on the process of cargo exploitation, electronic sending/receiving procedures.
Deputy Director Tran Quoc Dinh said that the preparation was done seriously, with high working intensity. So far the system has been officially launched on October 16th.
Automated customs control and management system for export, import and transit goods will be deployed by the rolling method, first is Noi Bai Cargo Service Joint Stock Company (NCTS); Next to ALSC Air Cargo Terminal and ACSV Air Cargo Warehousing Company will be completed in November 2017. After that, the Customs Department of Hanoi will continue to deploy with non-prolonged warehouses in the area of management; with express delivery.
At the conference, representatives of Noi Bai Commodity Services Joint Stock Company (NCTS) said that the preparation process of the company has been supported by Customs regularly. The company itself is aware of the significance of the system in promoting the clearance time of air freight. Therefore, the company has carefully prepared from human resources to IT systems to be ready to connect information with the Customs.
According to the regulations on automatic management and supervision of air cargo, the customs authorities based on pre-flight information, goods are granted identification number. This identifier is associated with the export declaration. Enterprises dealing in warehouses must send information on warehoused or ex-warehoused goods, lists of wrong goods etc., together with their identification numbers to customs offices in the course of goods exploitation.
The customs office manages the inventory and the status of each shipment at any time. At the same time, risk assessments and a listing of pre-screened cargoes may be carried out in advance at cargo warehouses. The system also allows import/export declarations to stream the incoming goods, thus limiting the declaration cancellation status.
On the basis of the pilot results at Noi Bai International Airport, the General Department of Customs will evaluate the experience and expand it to other airports.
