Dong Nai Customs: well preparation for new border gate infrastructure projects

Regain growth momentum

According to Dong Nai Customs Department, in the first 6 months of 2024, in Dong Nai province, businesses with import-export activities are gradually regaining growth momentum, with more orders than the same period in 2023.

Specifically, the group of 14 major imported products in Dong Nai area had an increase in import turnover of US$470 million, resulting in an increase in tax amount of VND1,244 billion. Notably, imports of the groups of machinery, equipment, tools, and other spare parts rose 60%, resulting in a rise of 40.3% in tax revenue; imports of group of other common metal products rose 95%, resulting in a rise of 102.8% in tax revenue; and imports of the group of computers, electronic products and components rose by 69.6%, resulting in a rise of 77.8% in tax revenue.

In the first half of 2024, Dong Nai Customs Department promptly resolved arising problems within its authority related to customs procedures, tax policies, tax management, accounting regime, and tax refund regime, tax exemption, and removed difficulties to create favorable conditions for businesses participating in import and export activities. The unit also plans to contact businesses in 2024 of the branches with businesses with addresses in Dong Nai area but carry out customs procedures at other places or to carry out procedures at two places.

Dong Nai Customs Department has been assigned by the General Department of Customs to manage customs at Long Thanh International Airport, with the expectation that from 2025 to 2050, two Branches will be established (Long Thanh Interntional Airport Border Gate Customs Branch and Express Management Customs Branch) under Dong Nai Customs Department. At the beginning of this year, Dong Nai Customs Department issued a Decision on establishing a team to build the Customs unit at Long Thanh International Airport.

Notably, Dong Nai Customs Department has issued 20 decisions and 15 action plans, focusing on implementing solutions to facilitate trade, improve state management effectiveness, and prevent revenue loss in state budget collection tasks in 2024; disseminate legal policies, support, and provide information in 2024; develop Customs-Business partnerships.

The unit also issued 25 documents to contribute opinions on building and completing legal documents in the field of customs. At the same time, 69 important legal documents were posted on the unit's website and 1,318 documents on the internal website. As of June 15, there have been more than 7,418 documents posted on the electronic website serving the business community and 68,838 documents have been updated on the unit's internal website to support document research and update information for professional work.

The unit also received and answered 54 questions from businesses through the section "Online customs procedure consulting". In total, as of June 15, 2024, 24,720 questions from businesses in the area and nationwide were answered through this section. The Customs - Business information exchange system (DN Customs - Info) built by the unit has answered 1,403 questions and concerns from businesses and processed more than 72,213 documents through the system of 2,982 businesses.

Embracing new infrastructure projects

Director of Dong Nai Customs Department Le Van Thung said that in 2024, businesses have a lot of potential and opportunities for development in Dong Nai province when the province is promoting the development of infrastructure and logistics systems, especially the preparation for operation of Long Thanh International Airport in Long Thanh district and Phuoc An international port in Nhon Trach district.

Currently, the unit is actively coordinating with units under the General Department of Customs and related units to perfect technical processes, build human resources, infrastructure, and technical equipment to be consistent with the overall architecture of the whole project, ensuring that the Customs unit at Long Thanh International Airport will come into operation as soon as runway No. 1 officially operates. In addition, the unit is developing a plan to learn from experience and conduct field surveys at Tan Son Nhat International Airport.

Director Le Van Thung added that, regarding Phuoc An port in Phuoc An commune, Nhon Trach district, when completed, Phuoc An port will be an international seaport, a focal point in the region, capable of receiving ships with a large capacity up to 60,000 DWT, including 10 berths with a total length of 3,050 m. In the first phase, it is expected that by the end of 2024, two ports will be put into operation.

To prepare for customs management when the port comes into operation, Dong Nai Customs Department has proposed to the People's Committee of Dong Nai Province, the Ministry of Finance, and the General Department of Customs a project to transform the model of Nhon Trach Customs Branch. from the Customs Branch outside the border gate to the Customs Branch at the border gate and is preparing resources to carry out customs procedures when the port comes into operation. Thereby, we hope to further facilitate time, procedures, and save costs for businesses in the province.

From the beginning of the year to June 15, Dong Nai Customs Department has completed customs procedures for nearly 4,900 businesses, an increase of 10% over the same period in 2023; The total number of declarations reached 671,174, rising 17% over the same period in 2023. Correspondingly, the total import-export turnover in the period reached US$16.95 billion, an increase of 13% over the same period in 2023. Total state budget revenue at the unit has reached VND9,649 billion, reaching 51.4% of the assigned estimate and increasing by 13.4% over the same period in 2023. It is estimated that in the first six months of 2024, the total revenue will reach VND10,312 billion, reaching 55% of the estimate and increasing 11.6% over the same period last year.
