The Deputy Minister of Finance, Mrs. Vu Thi Mai: The Customs actively and fiercely implements modernization reform

According to the Deputy Minister of Finance, Customs management solutions in the first 6 months of 2017 was implemented in a very drastic manner by the Customs with a huge workload. In particular, the outcomes of Customs modernization and reform, the implementation of the National Single Window mechanism and the ASEAN Single Window mechanism have been actively implemented by the General Department of Vietnam Customs. However, the results depend on the progress of the related ministries and sectors.
As the standing body of the National Committee for Trade Facilitation, the National Single Window and specialized inspections, it is crucial that the General Department of Vietnam Customs has developed a proactive, active coordination with relevant ministries and sectors. In the coming time, in order to carry out this task well, the General Department of Vietnam Customs should take more initiatives in the implementation process.
Evaluating the implementation of the proposals, according to Deputy Minister of Finance, the basic policy projects have been implemented by the Customs on schedule with the responsible spirit, solving many problems in reality (eg, the Circular promulgated the List of Imports and Exports and revised Circular 38).
For issues of policy revision in practice, the General Department of Vietnam Customs should thoroughly study and collect opinions of relevant stakeholders for a comprehensive, realistic and stable assessment. It is necessary to stick closely to the programs of the Ministry of Finance and the Government in accordance with the schedule and ensure the quality and effectiveness of these policies.
In the Customs reform, Customs modernization and information technology application, the Deputy Minister said that the General Department of Vietnam Customs should review the implementation plan for 2016-2020, sticking to the direction of the Prime Minister to supplement the adjustment, help the Ministry of Finance and the General Department of Vietnam Customs take the lead in modernizing IT application.
As for the anti-smuggling and anti-commercial fraud of the Customs, the Deputy Minister highly appreciated the achieve results and she said that this was an important achievement, contributing to the protection of economic interests and security and development of the commune. However, according to the Deputy Minister Vu Thi Mai, the Customs sector should continue to take the initiative in coordinating the task forces to develop specialized projects and expand their implementation and results in some areas. Also, the Customs will continue to play the role of the standing body of the National Steering Committee 389.
Along with the fight against smuggling and commercial fraud, the post-clearance audits and risk management of the Customs have contributed to the effective monitoring of Customs management. However, in the post-clearance audits, it is necessary to pay attention to effectively implement and reduce the number of complaints, and there is a need for dialogues and thorough resolution in order to create consensus in the compliance with the Law of businesses.
As for internal operations, the Deputy Minister said that the Customs had actively promoted the propaganda and responded to issues of media crisis. In addition, the General Department of Customs should strengthen the training officers and civil servants, which is a regular task, especially in the context of policies and management processes that always change to meet the new requirements.
In addition, the Ministry of Finance also requested coordination with the General Department of Vietnam Customs. In particular, the General Department of Taxation accelerated the connection of taxpayer information with the General Department of Vietnam Customs for effective management.

Concurring with the measures taken by the General Department of Vietnam Customs in implementation of missions in the last 6 months of the year, the Deputy Minister believed that the Customs sector would make further efforts to fulfill its assigned tasks, with State budget revenues exceeding 285 trillion vnd and fulfilled the target of 290 trillion vnd assigned by the Ministry of Finance.
