The Deputy Director General of Vietnam Customs shall directly remove enterprises' problems

At the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong, emphasized that in order to support and create favourable conditions for import-export activities of enterprises, the General Department of Vietnam Customs would continue to reform Customs procedures more, take initiative in coordinating with the managing agencies and the specialized inspection agencies in order to reduce procedures and papers, and shorten the time for Customs clearance.

The purpose of this working session is to find out what difficulties enterprises are facing in import-export activities in general and especially in the process of carrying out Customs procedures in particular. This is also a chance for the Customs office to listen directly to the business.

Regarding Customs clearance, as well as the support of the Customs authorities in recent years, Mr. Luong Quoc Binh, the Deputy Director General of Eurowindow JSC said that enterprises carried Customs procedures to import goods mainly through the Hanoi Customs Department, specifically at the Hoa Lac Customs Branch. During the process of Customs clearance, the company has received a lot of support and assistance from Customs officers, so the company is quite happy in the process of exporting and importing goods. However, the company still faces some difficulties in carrying out specialized inspections and price consultancy.

Regarding the implementation of specialized inspections, a Eurowindow's representative said that Eurowindow was carrying out specialized inspections for some materials such as aluminum, plastic, glass and some chemicals which were subject to specialized inspections many times, taking a lot of time and effort for the company.

In addition, a major obstacle in the current production and business activities is the problem of paying taxes. Nowadays, according to regulations, the company has to pay tax to get goods, causing difficulties for enterprises in implementing order progress. Therefore, the company proposed to pay tax in 30 days after tax declaration to facilitate the business.

The company also said, for many years, the company imported a number of items at a stable price. However, the price of these items is lower than the price in the system of the General Department of Vietnam Customs, so the company often checks and conducts price consultations. Therefore, the company recommended that price consultations should be conducted in accordance with the probability, and the company is responsible for the truthfulness in the Customs declaration.

At the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong, also shared difficulties in implementing the regulations on specialized inspections. Also at the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong, directed the professional units to respond to businesses.

Regarding specialized inspections, the Deputy Director General, Mr. Hoang Viet Cuong, requested the enterprises to report on specific items subject to specialized inspections. Those obstacles will be stipulated in the documents to specific ministries and branches, proposals of enterprises, etc., so that Customs officers can gather and propose the removal of problems for enterprises.

For problems related to price consultancy, the General Director shall direct the Customs units of the border gates where the enterprises open Customs declarations to review the imported goods, who are often consulted on prices to consider solutions to support enterprises in the most convenient way.

At the conclusion of the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong, appreciated and acknowledged the contribution of enterprises to the state budget over many years, and emphasized that the authorities shall support enterprises which made a great contribution to the budget and complied with the Law. Accordingly, Customs agencies are committed to supporting and serving businesses in the most convenient way. Any problems arising in the course of carrying out the procedures should be promptly reported to Customs offices for timely removal and support.
