According to the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong, with the theme: “State authorities accompany enterprises”, Customs officers came to the headquarters of enterprises to directly listen to feedback. Accordingly, have Customs officers facilitated the business community yet? What do enterprises recommend to shorten clearance time and reduce costs?
The Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong suggested that enterprises not only propose some difficulties in Customs procedures but they may propose other issues related to import-export activities for Customs authorities to consider and resolve.
Ms. Le Thi Van, the Director General of Dai Tan Viet Joint Stock Company said that her company was one of the leading company in import of food ingredients in Vietnam which had been operating for 20 years with a tax amount paid to the State budget of nearly 600 billion vnd per year.
Regarding Customs procedures as well as the support of Customs officers for her company in recent times, she said that her company performed Customs clearance procedures to import goods at many border gates in the country, mainly in HCM City. Customs procedures have been quite favourable for her company to import goods. However, there have been still a series of difficulties and problems in the process of receiving of goods, post-clearance inspections and price consultation.
In addition, a major obstacle affecting business activities of her company is the issue of specialized inspections for food products. Her company has proposed that the Customs force should accept certificates of developed countries for food products and price consultancy should be conducted according to the probability. Thus, the company will be responsible for the truthfulness in Customs declaration. In the case where Customs officers detect violation of the company, it will be handled seriously with a heavy sanctions.
Regarding Customs post-clearance audits, Dai Tan Viet Joint Stock Company has recommended that Customs officers should conduct Customs post-clearance audits as soon as possible so that the company can overcome shortcomings in a timely fashion. Accordingly, the retrospective tax collection should not last up to 5 years because it is very difficult for the company to prepare documents for the retrospective tax collection.
At the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong, leaders of the border-gate Customs Branches and advisory divisions answered and tackled many problems of the company.
The Deputy Director General of Vietnam Customs noted difficulties of the company in the implementation of regulations on specialized inspections.
In order to facilitate the business community in specialized inspections, the Ho Chi Minh City Customs Department has coordinated with the specialized inspections units to put two specialized inspections sites into operation at Cat Lai port and Tan Son Nhat international airport, with the participation of many specialized inspection agencies. In addition, the Ho Chi Minh City Customs Department has also put a specialized inspections portal into operation with the participation of 4 parties, including: Customs, specialized inspections agencies, port enterprises and import-export enterprises. Thus, enterprises should take advantage of this support to conduct specialized inspections more easily.
The Deputy Director General agreed with the recommendations of the company for specialized inspections and said that Customs officers would consider mutual recognition on test results of developed countries; application of risk management and application of probability for each shipment.
In addition, as the leading agency in the implementation of specialized inspections reform, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong suggested that enterprises should have specific reports on each product or commodity subject to specialized inspections. Specifically, Customs authorities shall gather obstacles and difficulties of the business community to propose to relevant Ministries to remove these problems.
Regarding problems related to price consultation, the Deputy Director General of Vietnam Customs has directed Customs Branches where enterprises open Customs declarations to review and seek solutions to support enterprises in the most convenient way.
At the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong said that, Customs officers not only facilitate Dai Tan Viet Joint Stock Company, but they will also facilitate other companies which comply with the Law and largely contribute to the State budget in the most convenient way. In the process of Customs procedures, if any problems arise, enterprises are requested to promptly report to Customs offices for support in a timely fashion.
