The data system upgraded to subtract import license

VCN- The General Department of Vietnam Customs recently issued a dispatch to provincial and municipal customs departments to announce that the Customs electronic data processing system has been completed and upgraded to control and monitor import and export goods under the licenses of ministries, sectors and fields, contributing to simplifying administrative procedures, ensuring the State management of customs, preventing the import and export of goods in excess of the permitted quantity on the license or the use of fake licenses.

Instruct the subtraction on the system

Specifically, the license management section is set up on E-Customs5 System, functions: IX. System connection -> N. License subtraction-> 1. information managemen of license subtraction.

To ensure unification, the General Department of Vietnam Customs has instructed municipal and provincial customs departments to use the license subtraction system. The license issued on the National Single Window will be attached to the customs declaration if the declared information is consistent with information on the license on the National Single Window according to the license number and the tax code of businesses.

Customs officers will enter information to subtract licenses according to each HS code of goods on the license with two forms using one-time license and using multiple times license (customs officers will enter information to subtract licenses until the remaining quantity is zero).

The process is as follows: if the license is issued on the National Single Window, after updating the search information (license number, license date, business code), the system will assist in searching for license information from the National Single Window system. Customs officers can supplement with other search criteria (form of use, declaration number and HS code).

If the license is issued as a paper copy (for administrative procedures that have not yet been implemented by ministries and sectors on the National Single Window), customs offices shall enter license’s information manually to monitor the subtraction. The E-Customs 5 will update targets for monitoring the subtraction (according to by license number, license date, expiry date, tax code, form of use, HS code, goods name, declaration number and then quantity of goods).

After information on licenses has been updated on the E-Customs 5 System, customs officers will use the function “Add use times" to update information of import-export consignments when registering a customs declaration for each license use.

The process of deleting information on the license subtraction is also instructed by the General Department of Vietnam Customs to municipal and provincial customs departments.

Notes about license confirmation

According to the General Department of Vietnam Customs, the subtraction of import and export licenses complies with the following principle: for licenses issued on the National Single Window from January 1, 2020 and in the form of paper copies, the customs branch where the first declaration is registered, will update license subtraction on the system according to guidance at Point 2, Section 1 of this dispatch and does not issue a monitoring sheet according to the form No. 05/TDTL/GSQL.

The General Department of Vietnam Customs (Customs Control and Supervision Department) will not certify licenses issued on the National Single Window from January 1, 2020.

For licenses issued on the National Single Window before and after January 1, 2020; or licenses issued as paper copies, the customs declarant uses them for one-time import and export, the Customs branch where the declaration is registered, will update information on the license to the system according to Point 2 section I of this dispatch.

For licenses issued on the National Single Window before January 1, 2020, if the customs declarant uses them for multiple imports and exports, the General Department of Vietnam Customs will continue to certify them according to Point b, Clause 2, Article 28 of the Ministry of Finance's Circular No. 38/2015 / TT-BTC of March 25, 2015 (amended and supplemented in Circular No. 39/2018/TT-BTC dated April20, 2018). Based on written certification, the Customs branch where the first customs declaration is registered, shall update information about license subtraction according to Section I of this dispatch and revoke the above certification.

If E-Customs 5 system has an error and cannot update license information, the manager of the customs branch shall decide to carry out import and export procedures and update license information after the system is re-operational.

For cases of issuing the monitoring sheets according to form No. 05/TDTL/GSQL, and customs declarants imported and exported goods but the quantity of goods on the license does not add up, municipal and provincial customs departments will continue to monitor and subtract the quantity on the monitoring sheet until permitted quantity is zero.
