The Anti-Corruption Plan 2018: Focus on Prevention

Please can you tell us the important goals and requirements set out in the Anti-corruption and Anti-wastefulness Management Plan in 2018?

In recent years, the leaders of the General Department of Vietnam Customs have been paying close attention to anti-corruption, anti-wastefulness and anti-waste activities.

With the plan set in 2018, the leaders of the General Department of Vietnam Customs determined the top priority objectives: Continue to thoroughly grasp and seriously implement the Directive, the Party's resolutions, the State's law and direction of the Ministry of Finance on anti-corruption work.

This plan emphasizes and calls for the strengthening of the role and responsibility of heads of Customs units at all levels (Customs departments, Customs branches and relevant units) in leadership and management to fulfill their political tasks, contributing to the prevention, detection and handling of violations of discipline, corruption and waste in management.

To implement the above objectives, the implementation of anti-corruption duties and waste, must follow the provisions of the Law and guiding documents.

At the same time, it is necessary to identify the implementation of the anti-corruption work, the environment as a regular and continuous task of the head of the unit, from the stage of thorough deployment and implementation. Particularly, it is necessary to organize the inspections and the implementation, point out shortcomings to promptly adjust and overcome them; detect negative errors and corruption so as to resolutely handle them according to regulations.

The objectives set out are very specific and practical, so to effectively deploy units in the industry, what tasks and solutions should the head of Customs units at all levels focus on?

In order to implement an effective plan, units and individuals should focus on performing the following tasks and solutions well.

Firstly, closely follow the implementation of the guiding documents to all cadres, officers and employees in the unit such as the Anti-corruption Law; Resolutions and regulations of the Party Central Committee, the Politburo, the Secretariat; Goverment; party committees, local authorities and the General Department of Vietnam Customs.

Secondly, strengthen discipline, sense of responsibility in prevention, detection and handling of corruption. In particular, focus on enhancing the role and responsibility of civil servants and the example of the leader in anti-corruption work; assign specific tasks to each individual in order to raise responsibility and serve as the basis for handling (if any).

Thirdly, carry out publicity and transparency of the units' activities with regard to such contents as regimes, norms and criteria; strictly perform the work of rotation, transfer and change the working position of officials and civil servants according to regulations.

Fourthly, the prevention of anti-corruption and anti-wastefulness must be associated with the good performance of political and professional tasks. Corruption prevention must be paid particular attention to through the work of advising on the elaboration of legal documents, Customs procedures and customs inspections.

Fifthly, strengthening the inspections and anti-corruption inspections at Customs offices at all levels according to current regulations in order to detect and promptly handle errors.

In addition to the requirements, tasks and solutions mentioned above, what are the new points in the 2018 Plan, Sir?

In addition to the general requirements and tasks mentioned above, in this Plan, the Inspectorate Department has consulted and proposed to the leaders of the General Department of Vietnam Customs about the Plan as well as an appendix and detailed tasks to carry out a number of key tasks in the anti-corruption work.

This is a very important new point, because the appendix highlights the specific work, products, lead agency and time of completion. It focuses on 3 important tasks: implementation, thorough understanding of guiding documents; information, propaganda; group of solutions to prevent corruption associated with political and professional tasks.

Basing themselves on the Appendix, agencies which are assigned to monitor, urge and inspect the implementation of the Plan (the Inspectorate Department) shall regularly grasp the organization of implementation so as to promptly report to the leaders of General Department of Vietnam Customs.

It can be said that anti-corruption and anti-wastefulness are important political tasks that need to be carried out regularly, continuously and effectively. Particular attention should be paid to preventive measures to minimize the violations of civil servants. In case of violation, it should be detected, handled promptly, publicly and transparently.
