Temporary import and re-export goods decrease sharply at Hai Phong Customs

According to the latest information from the Hai Phong Customs Department, in the first six months of 2019, the total declarations of temporary imports at the unit was 2,641, decreasing by 72%. Total turnover was over $207 million, decreasing by 36%.
Meanwhile, the re-export declarations was 2,969, and total turnover was over $91.5 million, declining by 72% and 68%, respectively. The main goods items of temporary import and re-export was frozen products and agriculture products.
Relating to strengthening the management of temporary import and re-export under the latest directive of General Department of Vietnam Customs (in Document 4307/TCHQ-GSQL dated June 28, 2019), the representative of Hai Phong Customs Department said that, after receiving directives, on July 3rd, the unit issued Document 8998/HQHP-GSQL requesting its customs branchs to strengthen the work of management, especially the content of General Department of Vietnam Customs’ directives.
The area of Hai Phong port was the main border gate of temporary import for re-export through border provinces in the North such as Quang Ninh, Lang Son, Lao Cai, Cao Bang and Dien Bien.
In Document No. 4307, leaders of the General Department of Vietnam Customs requested local customs departments direct their branches to strictly inspect and supervise goods temporarily imported and re-exported in accordance with the provisions of the Decree 08/2015/ND-CP, Decree 59/2018/ND-CP, Circular 38/2015/TT-BTC, Circular 39/2018/TT-BTC and guidance documents of the General Department of Vietnam Customs. The inspection and supervision would be implemented in the period when goods are temporarily imported into Vietnam until they are re-exported from Vietnam’s territory and during the process of transporting goods from the place of storing temporary import goods to the re-export border gates, the customs management shall be ensured for the temporary import and re-export activities and promptly detect and handle violations.
Goods temporarily imported and re-exported through side border-gates, trails and opening roads in border areas comply with the provisions of Decree 112/2014/ND-CP, Decree No. 14/2018/ND-CP and Decree 69/2018/ND-CP of the Government.
Accordingly, goods temporarily imported and re-export are transported through the main international border gates and main border gates. The re-export of goods through side border-gates and opening roads should be carried out only at side border gates and border opening roads in border-gate economic zones and side border-gates outside the border-gate economic zones, which have fully specialized authorities in accordance with regulations and technical facilities in order to ensure state management. The side border gates and border opening roads must be announced by the People's Committee of the border to meet the conditions for re-export of goods.
