Supporting businesses is a top priority: Deputy Director of Bac Ninh Customs Department

One of the top priorities is supporting and removing difficulties for the business community in the province. Deputy Director of the local customs department spoke to Customs News.

Could you talk about the goal that Bac Ninh Customs Department sets out in supporting and accompanying businesses?

The key tasks set out by the local customs department include developing and perfecting the legal system on customs to remove difficulties for the business community; improving the effectiveness and efficiency of customs control and supporting people and businesses affected by the Covid-19 pandemic to restore production and economic development.

Expediting reform and implementation of e-administrative procedures; building digital customs and smart customs model to ensure the satisfaction of people and businesses in handling administrative procedures.

Building a professional, responsible and dynamic public service; strengthening political and ideological education in combination with training and retraining to improve qualifications and performance efficiency of officers in the context of an increasing workload.

What specific support programs are performed by Bac Ninh Customs to achieve these goals?

The local Customs Department has executed action plans and assigned tasks to subordinate units.

The local customs branches have supported and removed problems for businesses through support teams. Each Customs officer has actively solved problems for businesses and provided instructions for problems beyond their competency.

On the other hand, Customs has supported enterprises via email, phone, dialogue, and working (even outside working hours). Notably, Customs has connected with businesses via Zalo to discuss and exchange information related to customs clearance.

Export processing enterprises mainly are located in the province. Therefore, the local customs department has actively supported the businesses in building and inspecting facilities, and instructed tax policies for each good. This helps the businesses grasp regulations and avoid errors in the customs process; encourages the businesses to comply with customs law.

To help improve the business environment, attract investment, promote import and export activities in the area, will Bac Ninh Customs offer solutions to support businesses in the near future?

It is forecast that in 2022 and in the coming years, the three provinces of Bac Ninh, Bac Giang and Thai Nguyen will overcome the difficulties of the Covid-19 pandemic, promoting the attraction of FDI projects in quantity and quality.

Therefore, improving the business investment environment is very important.

To build trust and motivation to accompany enterprises and attract investors in different areas, Bac Ninh Customs Department has developed and implemented specific groups of solutions as follows.

Coordinating with local agencies and management boards of industrial zones to hold conferences on investment promotion and business support. On January 22, 2022, Bac Ninh Customs sent officers to join in an online conference on the US Investment Promotion organized by the People's Committee of Bac Giang province to understand the needs and orient cooperation and development between Bac Giang province and the US partners.

On March 23, 2022, leaders of Bac Ninh Customs Department had a meeting with Amkor Technology Vietnam Co., Ltd. to listen to and solve problems for the company.

Amkor Technology, Inc. is one of the world’s largest providers of outsourced semiconductor packaging and test services, headquartered in the United States. This is a project of a factory for manufacturing, assembling and testing semiconductor materials in Yen Phong II-C Industrial Park on an area of 23 hectares with a total investment of up to US$1.6 billion by 2035.

At the meeting, the Bac Ninh Customs Department answered questions related to customs procedures and tax incentives for export processing enterprises.

Regarding the organization of business dialogue conference to promptly disseminate the law, answer questions and difficulties, listen to the feedback of businesses, on March 11, 2022, Bac Ninh Customs Department held a business dialogue conference with more than 600 participants in Bac Ninh, Bac Giang and Thai Nguyen provinces.

At the conference, Bac Ninh Customs worked with Saigon Newport Corporation to support and provide more solutions to the business community for transportation and logistics. In addition, Bac Ninh customs invited representatives of departments and divisions of the General Department of Customs such as the Import-Export Tax Department, the Customs Supervision and Control Department, and the Legal Department to disseminate new policies and legal information as well as answer questions from businesses.

Bac Ninh Customs Department is determined to always accompany businesses, remove difficulties and obstacles for businesses, and advise superiors in administrative reform, customs modernization and coordinate with the People's Committees of Bac Ninh, Bac Giang and Thai Nguyen province to improve the business environment and attract foreign investment in 2022 and the coming years.

Bac Ninh Customs Department manages over 6,000 import and export enterprises in the province. In 2021, the trade recorded US$161.6 billion. This was the first time that the provincial customs department had ranked top in terms of revenue. The department’s revenue exceeded 26% compared to the assigned target to VND11,825 billion.

In the first quarter of 2022, the department has processed about 230,000 customs declaration forms. The total trade saw a year-on-year increase of 11.71% to US$35 billion. The revenue rose 19.85% to VND2,844 billion.
