Earlier, in late May 2016, the Government Office announced the conclusion of the Deputy Prime Minister, Mr. Vuong Dinh Hue- Head of ASEAN Single Window and National Single Window Board at the 6th meeting of the Board.

The Deputy Prime Minister agreed with the proposal of the Ministry of Finance which submitted to the Prime Minister for consideration and establishment of the National Steering Committee for the ASEAN Single Window, National Single Window and trade facilitation; including additional members and operational duties.

Recently, the Ministry of Finance built and developed a proposal relating to the procedures for the establishment of the National Steering Committee for the ASEAN Single Window, National Single Window and trade facilitation; and regulations on operations of the Committee to consult the relevant ministries.

According to the Ministry of Finance, up to now, all Ministries basically agree with the proposal of establishing the Committee and regulations on the operations of the Committee drafted by the Ministry of Finance.

According to Customs Newspaper reporters’ surveys, the Committee will have three main tasks:

First, maintain and develop operations of the ASEAN Single Window and National Single Window according to commitments of the ASEAN Community.

Second, implement Vietnam's commitments in trade facilitation under the agreement on trade facilitation of WTO and related treaties.

Third, seek solutions to facilitate the exchange of goods across borders and improve competitiveness at the request of the Government.

The specific tasks of the Committee are to assist the Government and the Prime Minister to direct, administer and coordinate with relevant Ministries, Ministerial-level agencies and other relevant organizations in carrying out the task of building and developing the ASEAN Single Window and National Single Window; implement synchronous measures to facilitate trade and exchange of goods across borders; consider and research on the amendment, supplement of a new system of legal documents suitable for operations of ASEAN Single Window and National Single Window and commitments in international treaties that Vietnam has signed, which all facilitate trade and exchange of goods across borders.

Another function of the Committee is to approve and comment on the results of the implementation of the ASEAN Single Window and National Single Window and seek solutions to facilitate the exchange of goods across the borders.

According to the latest information of the General Department of Vietnam Customs – the Standing Agency on the ASEAN Single Window and National Single Window, by the end of July, there were 31 administrative procedures of 9 ministries (not including procedures in the field of the Ministry of Finance and the General Department of Vietnam Customs) participating in the National Single Window.

At the same time, there were more than 143,318 dossiers processed, with the participation of 7,000 enterprises with regular activities in this area.
