Selecting six banks to pilot the pre-authorised payment programme

These are six banks involved, namely the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank), Vietnam Joint Stock Commercial Bank for Industry and Trade (Vietinbank), Vietnam Investment and Development Bank (BIDV), Saigon Joint Stock Commercial Bank (SCB), Saigon – Hanoi Commercial Joint Stock Bank (SHB) and Tien Phong Commercial Joint Stock Bank (TPBank).
These banks are responsible for coordinating with the General Department of Vietnam Customs to upgrade the information technology system based on the standards of e-tax payment messages issued under Decision 1737/QD-TCHQ dated June 19, 2019 of the General Department of Vietnam Customs, and developing a plan to propagate with customers about this programme, ensuring the time for pilot implementation before September 15, 2019.
Currently, there are more three banks that have participated in this programme including the Military Commercial Joint Stock Bank (MB), Indovinabank and Agribank.
The General Department of Vietnam Customs has proposed these three banks upgrade IT systems based on the standards of e-tax payment messages issued under Decision 1737/QD-TCHQ dated June 19, 2019 of the General Department of Vietnam Customs. After they have completed the upgrade, the General Department will make the connection.
For the implementation of this programme, enterprises can apply payment methods that are direct payment at banks or can use the e-tax payment programme 24/7 and the pre-authorised payment programme.
In addition to the advantages of e-tax payment, the upgrade of electronic Customs payment portal to apply for enterprises that authorised Customs to transfer information of the payable tax amount of each declaration to the bank where the enterprise authorised to deduct the tax payable has meant the enterprise does not have to make procedures to make tax payment orders on the Customs website or at the bank. This limits all risks when exchanging information to make payment orders between Customs/bank and the order makers.
Also, enterprises do not have to implement payment right after the declaration, banks only deduct from enterprises’ account right after enterprises completed customs procedures and identified tax payable and then goods shall be cleared automatically.
Finally, it helps in supporting enterprises in carrying out import and export procedures for goods at auxiliary border gates, trails and border crossings where have no collection point of banks and treasuries and without internet network to implement electronic tax payment.
