Building a management application

Compared to many pairs of border gates on the Vietnam - Laos border, the two border gates of Lao Bao (Vietnam) and Densavanh (Laos) are located Lao Bao town, Huong Hoa district (Quang Tri) and Densavanh and Ward, Sepon district (Laos) with tens of thousands of residents of the two countries living, having a traditional, close relationship in terms of economy, society, and culture.

The daily needs of travel between people, agencies, and organizations on both sides of the border raise a large number of vehicles (motorbikes, cars) to cross the Lao Bao border gate without customs declarations.

This pose a requirement for customs management of entry and exit of vehicles.

To improve the effectiveness of state management of customs for vehicles of individuals, agencies and organizations at border and meet the actual situation and current legal regulations, Lao Bao Border Gate Customs Branch (Quang Tri Customs Department) has completed the development of "online vehicle management application at border gates", and established a plan for construction, testing, review and synthesis of existing problems and limitations.

This new application meets the criteria such as online management, integrating with popular personal smart devices (tablets, smartphones, etc.);

Ensuring suitability with the specific characteristics of customs inspection and control sites and customs supervision locations at Lao Bao Border Gate, safe storage, secure;

Easily extracting, exploiting and using vehicle information data that has been registered with the Customs authority;

Identifying the direct control and supervision positions of civil servants by account; applying risk management when running the application

Officially launching the application

In order for the application to bring positive results and meet the set goals, Quang Tri Customs Department has assigned Lao Bao and La Lay Border Gate Customs Branches to promptly organize the implementation based on practical management to facilitate people and businesses, ensuring that 100% of are inspected and monitored according to regulations.

Continuing to review, revise and supplement regulations on using the application to ensure the confidentiality and consistency in operation, clearly stipulating the coordination between Teams/Groups, the authority and responsibility of civil servants, the inspection and supervision role of leaders at all levels.

Through the trial operation process, Lao Bao Border Gate Customs Branch has registered 1,146 vehicles and 1,117 vehicle drivers on the application.

Up to now, the application has been completed, operated stably, ensuring state management of customs for vehicles of individuals, agencies and organizations in border areas that regularly cross border gates.

On October 1, 2024, Quang Tri Customs Department officially launched the "online vehicle management application at border areas " at Lao Bao and La Lay Border Gate Customs Branches.

According to Deputy Director of Quang Tri Customs Department Ho Sy Tri, the launching of the application meets the urgent requirements of customs reform and modernization with the goal of creating the highest convenience for people and businesses;

Gradually standardizing state management of customs for types of vehicles of individuals, agencies and organizations that travel cross border areas at border gates in Quang Tri province;

Enhancing the role, sense of responsibility, minimizing errors for civil servants, especially preventing the situation of taking advantage of traveling across border gates and border areas to smuggle and illegally transport goods.

The leader of Lao Bao Border Gate Customs Branch requested that the competent units at Lao Bao international border gate coordinate effectively with Lao Bao Border Gate Customs Branch in disseminating information to people and businesses who regularly travel the border during the implementation process.

Requesting units under Quang Tri Customs Department, especially the Customs Control Team and the Drug Enforcement Team, to continue to coordinate closely and promptly provide information to the two branches.

According to the provisions of Article 81 of Decree 08/2015/ND-CP dated January 21, 2015, amended and supplemented by Decree 59/2018/ND-CP dated April 20, 2018 of the Government: Vehicles of individuals, agencies and organizations in border areas that regularly travel across the border gate due to daily needs must register with the Customs authority (once a year) for inspection and supervision according to regulations.

During the registration period, the registered vehicles move across the border gate, individuals, agencies and organizations without customs procedures.
