Quang Tri Customs: Developing partnerships helps increase revenue

Grasping difficulties to promptly remove
The Quang Tri Customs Department has been assigned a revenue target of VND950 billion for 2024 by the Ministry of Finance and the Quang Tri People's Committee, representing a 46.15% increase compared to the 2023 target. To effectively achieve this goal, the department has allocated and assigned specific revenue targets to each border customs branch.
In an interview, Director of the Quang Tri Customs Department, Tran Manh Cuong, emphasized the importance of developing customs-business partnerships. He highlighted that these partnerships have significantly contributed to the department's successful revenue collection efforts.
Over the years, the Quang Tri Customs Department has actively fostered strong relationships with businesses. In addition to the tasks assigned by the General Department of Customs and the Ministry of Finance, the department has organized dialogues with the business community at both the departmental and sub-departmental levels. These dialogues have facilitated regular updates on policy changes, addressed business concerns, and supported their operations.
Following these dialogues, the Quang Tri Customs Department has submitted numerous proposals to the Provincial People's Committee to address challenges faced by import-export businesses in the locality. For issues related to the General Department of Vietnam Customs, the department has worked closely with relevant departments to find timely solutions.
Through these dialogue channels, the Quang Tri Customs Department proactively provides businesses with up-to-date information on customs procedures, commodity policies, tax policies, and new regulations. The department also encourages businesses to provide feedback to improve customs laws and regulations, participate in customs law enforcement oversight, and collaborate to enhance the enforcement capacity of both customs authorities and businesses, thereby improving the quality of public services in the customs sector.
Finding solutions to increase revenue collection
The Quang Tri Customs Department recently held a meeting to assess its revenue collection performance and explore strategies to increase revenue in the final months of 2024. The department is committed to implementing effective solutions to support and facilitate import-export activities at border gates while ensuring efficient revenue management.
Key initiatives include enhancing the quality of assessments and analyses of import-export activities, forecasting revenue for specific commodities, closely monitoring revenue sources, and staying updated on revenue fluctuations within the management area. Simultaneously, the department aims to improve its support and create maximum facilitation for businesses engaged in import-export activities while maintaining effective oversight and management in accordance with regulations. Additionally, the department will leverage customs-business partnerships to gather timely information on the business operations of enterprises frequently conducting cross-border activities, enabling it to promptly address any procedural challenges and stimulate revenue growth.
“The Quang Tri Customs Department considers the completion of revenue targets as a primary criterion for evaluating the performance of sub-departments and branch’s manager,” said Tran Manh Cuong, Director of the Quang Tri Customs Department. “We will continue to closely monitor progress and provide maximum support for businesses implementing the project to transport coal from Laos to Vietnam via the La Lay international border gate using enclosed conveyors, aiming to expedite the project’s operation. We will also support and propose solutions to facilitate businesses with overloaded vehicles importing goods through the Lao Bao international border gate. Furthermore, we will proactively and creatively combat revenue loss through inspection and oversight of customs procedures, post-clearance audits, specialized inspections, and the identification of new revenue sources,” Cuong added.
