Under this plan, Quang Ninh Customs Department aims to effectively implement the Resolutions of the Quang Ninh Provincial Party Committee on accelerating administrative reform, improving the business investment environment and increasing the provincial competitiveness in the 2021-2025 period, with orientation to 2030; help improve the provincial competitiveness index (PCI), the Satisfaction Index of Public Administrative Services (SIPAS); improve the Department and District Competitiveness Index (DDCI); and effectively implement plans, programs and directions of the General Department of Customs on the development of the Customs-Business partnership and stakeholders.

Timely receive information from businesses and stakeholders about problems related to customs procedures, delivery procedures and service attitude of Customs officers in the official duty performance to immediately solve the problems or report relevant authorities to consider and solve the problems.

Listen to the comments and suggestions of businesses to improve legal documents in imports and export, the state management of customs and Customs capacity building.

In addition, Quang Ninh Customs will promptly disseminate to businesses information about legal policies related to import-export activities, new customs procedures, and helping businesses grasp relevant information to take the initiative in the export and import of goods and improve the self-compliance of enterprises.

The unit is also a bridge to promote import and export activities, attract businesses to carry out customs procedures in the province to take the competitive advantage of Quang Ninh province in export and import activities with a modern highway system connecting Quang Ninh province with other provinces and cities in the country, a system of seaports and road border gates connecting China with other countries in the region and the world.

Quang Ninh Customs also requests that supporting, accompanying and attracting businesses be implemented specifically, practically and effectively.

The contents of the plan must be focused and effectively implemented. Information on new legal policies must be updated quickly and concisely conveyed to the enterprise.

The unit is ready to listen, guide and answer enterprises' questions while implementing legal documents and regulations related to customs procedures.

Attracting new businesses must go hand in hand with the effective implementation of support and accompany to create favorable conditions for existing enterprises to continue to maintain and promote investment activities, to expand production and business and import and export activities through the province.

On the other hand, the department will closely coordinate and take the support of competent authorities, organizations and associations in attracting businesses, focusing on attracting large enterprises and corporations to invest in production and business in the province.
