Quang Ninh Customs: reforming management model and changing the mindset to support businesses

Outstanding results
Quang Ninh Customs Department has six branches managing import and export activities in the province. Annually, there are more than five million passengers and over 43,000 vehicles on entry and exit through land and sea border gates. Currently, there are over 1,300 enterprises regularly engaging in import-export activities through the area with various regimes (import and export for business, processing, investment, temporary import for re-export, bonded warehouses, duty-free shops, transit, and border gate transfer). |
Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan said the unit has focused on effective running of the customs sector’s information technology systems, ensuring continuous and stable operation, security and safety; 100% of import and export declarations are created on the automated customs clearance system and integrated with satellite software.
The unit has also implemented the National Single Window and the ASEAN Single Window in accordance with the roadmap; deployed online public services at levels 3 and 4 for all 72 customs procedures and processed more than 5,000 applications from 500 businesses.
In addition, the receipt of information, the return of specialized inspection results, documents related to the customs dossier set, and procedures for incoming and outgoing ships have been processed on the National Single Window system. In addition, launching the Vietnam Automated System for Seaport Customs Management (VASCM) at two seaports and 20 bonded warehouses has helped reduce customs clearance time and improve management efficiency for both the Customs and port, warehouse and yards, and operators.
One of the outstanding results of the modernization and reform of Quang Ninh Customs is that the unit proposed to shift to a new management model That is, building a plan to successfully implement the Project "the centralized customs processing and management model" at Mong Cai border gate Customs Branch.
This is a typical centralized customs management model in the whole Customs sector and a premise for the implementation of the centralized customs clearance model in the future.
“After more than four years of implementation, this new management model has reduced customs clearance time by three hours for imported goods, one hour for export goods; reduced time, cost and human resources for enterprises; reduced the face-to-face contact of customs officers and enterprises; reduced two focal points of receiving dossiers and 13 officers. Also, this new management model has increased the number of declarations, turnover, the number of enterprises participating in import-export activities and the state budget revenue," said Mr. Trinh Van Nhuan.
Regarding supporting and accompanying businesses, Quang Ninh Customs Department has offered many creative, effective and practical solutions. Specifically, changing the mindset of customs officers in supporting businesses from "providing what the customs authorities have" into "providing and supporting what businesses need", from "waiting for questions from business to answer” into "actively learn, grasp difficulties and problems of, accompany businesses to find solutions".
Six goals of reform
Based on the successes and experiences in the implementation of the reform, development and modernization above, facing new requirements on the digital transformation of the Customs sector, the policy of comprehensive digital transformation of Quang Ninh province, the specific customs management requirements in the locality, Quang Ninh Customs will continue to develop a draft of the reform, development and modernization plan of the Quang Ninh Customs Department to 2025, ensuring the focus associated with the reform, development and modernization of the Customs sector, and the connection with the administrative reform program and digital transformation process, development policy of digital government, digital economy and digital society of Quang Ninh province; closely following the program of developing customs clearance activities at border gates adjacent to the Chinese side.
In the draft Plan, Quang Ninh Customs sets out six main goals, nine groups of targets with 27 contents, 10 groups of solutions and 260 comprehensive activities in all fields.

Specific goals include institutional reform; reforming and modernizing customs procedures, state management of customs; modernizing equipment for customs management, customs inspection and supervision; reforming the organizational apparatus, improving the quality of the contingent of officials and civil servants; reforming and developing the Customs-Business partnership; reforming customs cooperation and international integration; cooperation between the customs and stakeholders. Accordingly, the department has assigned specific tasks to its attached units.
