Quang Ninh Customs: Ready to merge customs branches

After receving the decision, implementing the direction of the General Department of Vietnam Customs, Quang Ninh Customs Department reported to the Provincial Party Committee and People's Committee of Quang Ninh Province, at the same time, focusing on directing to implement with the objectives: The consolidated Customs Branch must ensure establishment criteria, having fully functions and tasks of the seaport Customs Branch. Along with that, ensuring it is streamlined reasonably, does not increase the hub and ensure State management requirements of customs, payroll, existing infrastructure and equipment. Besides that, the process of reorganising the organisational structure and personnel between the consolidated customs branch must ensure publicity, transparency, and harmony in the combination of inheritance, stability, no disturbance and influence to the fulfillment of assigned political tasks.

To prepare for merging the two customs branches, the Party Committee of Quang Ninh Customs Department issued a directive on the merger of the two customs branches; Quang Ninh Customs Department has issued a decision approving the "Scheme on the implementation of merging two branches" and reporting to the General Department of Vietnam Customs for approval the internal organisation structure of the consolidated branch.

The Director of Quang Ninh Customs Department Nguyen Van Nghien said that since 2018, the unit has submitted to the General Department of Vietnam Customs and the Ministry of Finance a proposal to consolidate Cai Lan port Customs Branch and Hon Gai port Customs Branch. Therefore, right after the Ministry of Finance decided to merge these two customs branches, the Permanent Committee of the Party Committee of the Department, the leadership of Quang Ninh Customs Department has deployed with determination to stabilise operations, avoiding cause disturbance of the department after merging. Accordingly, the units focused on grasping the directive of the Permanent Committee of the Party Committee, thereby grasping the aspirations of customs officials.

“Previously, some leadership positions of subordinates units, Quang Ninh Customs were not newly appointed to make full use of human resources after the consolidation of customs branches. On the other hand, according to the plan that Quang Ninh Customs Department submitted to the General Department of Vietnam Customs, the consolidated customs branch would save seven customs officials to supplement resources for other units but still ensure the management activities. Along with that, the unit also counted assets of two branches, avoid new investment, with the motto ‘saving maximally and put into use immediately’,” Nghien said.
