Quang Ngai Customs’ revenue increases thanks to attracting imports and exports

Actively supporting enterprises

Deputy Director of Quang Ngai Customs Department Huynh Van Cuong said that in 2023, the department was assigned the revenue target of VND8,100 billion. As of December 31, the department collected VND9,696 billion, meeting 119.7% of the target. The revenue from Binh Son Refining and Petrochemical Joint Stock Company, and Hoa Phat Dung Quat Steel Joint Stock Company accounts for 98% of the total revenue.

Despite difficulties compared to 2022, the import-export turnover of enterprises carrying out procedures across border gates in Quang Ngai province in 2023 still achieved US$ 7 billion. The positive figure results from great efforts of Quang Ngai Customs Department in reforming administrative procedures, simplifying procedures, creating favorable conditions for import and export goods, especially export goods of local businesses.

The increase in import and export turnover results from great efforts of Quang Ngai provincial government, especially the Customs force that supported and instructed procedures for the business community, creating favorable environment for businesses to produce and operate stably and provide diversified products to domestic and foreign markets.

Currently, the rate of goods subject to physical inspection at the department accounts for 3.3%, the remaining goods are mostly exempted from physical inspection and customs dossier inspection. Besides businesses have been proactive and flexible in producing and grasping opportunities from import markets, and effectively exploiting free trade agreements, and boosting export.

Quang Ngai Customs Department has monitored and supported four check points, and three customs brokers, and 10 enterprises signing agreement on Customs-Business partnership development.

Creating favorable environment to raise revenue

According to the department, the import and export activities in the province in 2024 are forecast to still face many difficulties and challenges because the global economy will see many potential risks. This will cause certain difficulties to production and business activities of enterprises, affecting the revenue of Quang Ngai Customs Department.

Deputy Director Huynh Van Cuong said that in 2023, Quang Ngai province licensed investment for six projects, including two large projects contributing to the growth of the revenue in 2024 and the following years, such as: Hoa Phat Dung Quat high-quality rolled steel wire factory and Messer industrial gas factory - Quang Ngai. Currently Hoa Phat Dung Quat Steel project has put into stable operation in the first phase.

Currently, the department has received the tax exemption list for Hoa Phat Dung Quat 2 Iron and Steel Complex project, the company is expected to import machinery, equipment and construction materials for the Phase 2 project in the second half of 2023, so it increased the revenue in the remaining months of the year. In addition, Binh Son Refining and Petrochemical Joint Stock Company has changed its periodic maintenance plan, so the revenue from imported crude oil in 2024 will decrease.

In addition, from July 15, 2023, Decree No. 26/2023/ND-CP of the Government and Decision No. 15/2023/QD-TTg dated May 31, 2023 of the Prime Minister take effect. Accordingly, many products are subject to import tax reduction, especially the preferential import tax rate for Vacuum gas oil under code 2710.19.90 reduced from 5% to 0%, greatly affecting the department’s revenue.

Recognizing difficulties in performing tasks in 2024, especially the revenue collection, Quang Ngai Customs Department will continue to proactively grasp the situation and plans of businesses, as well as new investment projects to provide solutions to support businesses and raise the revenue.

In addition to trade facilitation, Quang Ngai Customs Department focuses on anti-smuggling and trade fraud, while ensuring anti-revenue loss and creating a fair investment environment for businesses and instructing them to well comply with Customs law. Thanks to effective control of the area, the department promptly detected violations.

Notably, in 2023, the Customs Enforcement Team coordinated with the Quang Ngai Industrial Zones Customs Branch to seize a shipment of “Men's Jackets woven from synthetic fibers” with declared value of over VND 1.2 billion, and imported by a company. The company processed the consignment to export for a foreign trader and it is required the permit, but it was not approved by the competent management agency.
