Quang Ngai Customs: Expectation of budget revenue from billion-dollar projects

Budget revenue decreased by more than 40%

Although drastic measures have been taken to create facilitation, to nurture budget revenue, the budget revenue of Quang Ngai Customs Department in the first half of the year decreased sharply due to the economic impact. Talking to reporters, Deputy Director of Quang Ngai Customs Department Huynh Van Cuong said that most businesses with import-export activities in the area faced many difficulties due to the influence of the Russia-Ukraine war, the fierce competition between economies, the sharply fluctuated commodity prices, the economic recovery, the slow supply chain, and the impact of the Covid-19 epidemic caused import-export activities to decrease somewhat compared to the same period last year. Thereby directly affecting the state budget revenue of the unit.

Identifying difficulties, right from the beginning of 2023, Quang Ngai Customs Department has drastically and synchronously implemented tasks and solutions to accompany, support and create favourable conditions for businesses to participate in import and export, monitoring and assessing impacts related to revenue sources to exploit revenue sources effectively. As of May 15, 2023, Quang Ngai Customs Department has cleared customs procedures for more than 7 million tons of goods of more than 300 enterprises, with a value of more than USD 2.3 billion. Compared to the same period in 2022, the number of goods registered at the unit decreased by 18%. The value decreased by 27%.

The decrease in import and export goods affected the budget revenue results of the unit in the first half of the year. As of May 15, 2023, Quang Ngai Customs Department collected and paid the budget of VND 2,946.6 billion, reaching 36.4% of the assigned ordinance target, down 43% compared to the same period in 2022.

In addition to facilitation, Quang Ngai Customs Department is always interested in timely business tax refunds. Over the past 5 months, the unit has processed tax refund procedures for 282 sets of documents, with a tax refund of VND 180.83 billion.

Expectations from billion-dollar projects

According to the analysis of Quang Ngai Customs Department, the state budget revenue of the unit is mainly from 2 companies with large revenue, Binh Son Refinery and Petrochemical Company and Hoa Phat Dung Quat Steel Joint Stock Company. Hence, the operation situation of these enterprises significantly impacts the state budget revenue of the unit.

In 2023, Hoa Phat will continue investing in constructing the project of the Hoa Phat Dung Quat 2 iron and steel production complex. Completing and putting into trial operation the container factory total investment phase 2 for Dung Quat, fixed assets alone so far is VND 75,000 billion, equivalent to about USD 3.26 billion. According to forecasts, in Quang Ngai province, Hoa Phat Company will continue to import goods and materials to produce goods, along with the Hoa Phat Dung Quat 2 Iron and Steel Complex Project continues to be implemented, BSR Company moved the maintenance plan to 2024, ... Quang Ngai Customs Department focused on solutions, proactively supported investors, took advantage of opportunities to nurture and ensure revenue in the last 6 months of 2023.

In addition, to fulfil assigned political tasks, especially the task of budget collection in 2023, Quang Ngai Customs Department drastically focused on implementing the task of promoting administrative reform and customs modernization, creating maximum favourable conditions for the business community in import-export and entry-exit activities; improve the capacity and ethics of public servants; effective use of the industry's electronic management systems. In June 2023, Quang Ngai Customs Department is expected to officially implement the VNPT-Ioffice management system in directing and operating, contributing to improving administrative management at the unit.

Determining the motto "Customs always accompanies businesses" in cooperation and partner activities, Quang Ngai Customs Department has always created favourable conditions, helped enterprises to expand, develop production and business, and ensured that enterprises with import-export activities increasingly comply with the law on customs and import-export tax; Enterprises' problems are satisfactorily resolved, creating high consistency between Customs and enterprises in the process of carrying out import and export procedures.

Up to now, Quang Ngai Customs Department has signed partnerships with 10 businesses that regularly carry out import-export activities. Implementing the signed contents to develop the partnership between Customs and enterprises has achieved many positive results, which are recognized and appreciated by the business community.
