Quang Ngai Customs achieves revenue target thanks to major commodities

Focus on supporting large projects

According to Deputy Director of Quang Ngai Customs Department Huynh Van Cuong, the department has performed the revenue collection when import-export enterprises in the area restore and the growth of import-export activities positively impacts the department’s revenue.

The department has assigned the revenue target of VND7,780 billion in 2024. The department mainly manages export processing enterprises and some large investment projects of the province. The department’s revenue mainly gains from two enterprises with large revenue, namely Binh Son Refining and Petrochemical Company and Hoa Phat Dung Quat Steel Joint Stock Company.

Accordingly, the Department has made efforts in directing and performing key tasks and solutions; and has resolved problems and obstacles of enterprises.

In addition to facilitating trade for specific types of export processing enterprises, Quang Ngai Customs Department has focused on supporting procedures for investors to implement investment projects in each phase.

In order to support enterprises with high cargo volumes, Quang Ngai Customs Department has assigned officers to monitor and support three customs checkpoints at the construction sites and production sites of enterprises.

The department has signed the cooperation agreement for development of Customs-Business partnership with 12 enterprises; and six compliant enterprises.

Motivated by appropriate solutions, the department has facilitated trade, attracted about 450 enterprises to carry out procedures in the area, an increase of more than 12% year-on-year; processed more than 61,000 customs declarations, worth over VND6.6 billion, mainly are two major key import-export items. Currently, Quang Ngai Customs Department has achieved positive results.

As of September 30, the department’s revenue rose 53% year-on-year to VND9,388 billion, meeting 120.6% of the target. The department has refunded tax for 231 dossiers worth VND369.4 billion.

The department expects to reach VND 10,991 billion of the revenue in 2024.

Focusing on collecting tax debts

Over the past time, Quang Ngai Customs Department has focused on collecting tax debts. The department has collected recoverable debts and performed tax debt processes in line with regulations.

However, most of the tax debtors have dissolved, have not operated, have no address, no assets, have not reported taxes, evaded tax, or have had their investment licenses revoked, etc., leading to difficulties in collecting these outstanding debts, or even being unable to collect them.

According to the leader of Quang Ngai Customs Department, although the department has basically achieved the revenue target, it still strives to complete the tax refund target, which accounts for 15-20% of total revenue.

Quang Ngai Customs Department reviews and monitors revenue sources, closely controls the state revenue collection and payment, promptly analyzes and reports factors affecting the revenue, advises and proposes solutions to handle problems related to regimes and policies affecting the state revenue collection and payment, thereby proposing solutions to increase revenue.

The Department also focuses on checking the taxable value of goods with high tax rates, large import-export turnover, and high risk of trade fraud; conducting consultations and post-clearance audits for cases of suspected declared value compared to the customs value database, creating an equal business environment for investors and enterprises...

The department implements solutions to collect the state revenue to ensure compliance with regulations on taxes; performs revenue collection correctly, fully and promptly, and reduces unrecoverable tax debts; follows tax law in implementing tax debt collection, tax cancellation, refund, and exemption.
