Quang Ngai Customs: nurturing source of revenues and striving to collect revenue exceeding target

Quang Ngai Customs has reported a smooth flow of import-export and border crossing activities within its management, with no cases of smuggling or illegal transportation of goods across border. The department attributes this favorable environment to the high level of compliance among businesses, vehicles, and crew members with customs regulations.
Despite global economic challenges, Quang Ngai Customs has demonstrated remarkable resilience in its revenue collection efforts. In the first six months of 2024, the department has contributed 6,386.8 billion VND to the state budget, surpassing 82% of the assigned target (7,780 billion VND) and marking a significant 64% increase compared to the same period in 2023.
To achieve the above results, the department's Party Committee and leadership have provided unwavering support and direction, ensuring the effective implementation of assigned tasks in line with the department's strategic priorities. Quang Ngai Customs has implemented a comprehensive range of measures to enhance revenue management, combat revenue loss, and strengthen debt collection. At the same time, the department has prioritized creating an enabling environment for businesses engaged in import-export and border crossing activities.
At present, Quang Ngai Customs has recognized and supported three business premises for on-site goods inspection, facilitated three customs broker agents within its jurisdiction, and certified seven port operators and 20 manufacturing enterprises eligible for inspection and supervision. The department has signed customs-business partnership agreements with 12 businesses, and six more have voluntarily committed to full compliance with customs regulations.
In addition to streamlining customs procedures and facilitating trade, Quang Ngai Customs has placed a strong emphasis on risk management and revenue loss prevention.
This year, the department has focused its post-clearance audits for 2024 on authorized economic operators following the spirit of Directive 7180/CT-TCHQ dated Novemeber 19, 2019, those involved in national key projects, conglomerates and corporations with export production facilities, and their branches engaged in import-export activities across multiple locations.
Furthermore, Quang Ngai Customs has intensified inspections of goods falling under the category of high-risk exports and imports in terms of classification and tax rates. This proactive approach aims to timely detect and address cases of intentional fraud, misclassification, and misnaming of goods to gain lower tax rates or preferential treatment, thereby preventing revenue loss.
As a result, in the first six month of 2024, the department has effectively utilized the VCIS system, establishing 22 analysis criteria; conducting three audits, recovering and imposing penalties amounting to over VND 250 million in taxes.

Quang Ngai Customs has concluded the first half of 2024 with outstanding accomplishments across various operational areas. Building upon this momentum, the department has outlined a comprehensive strategy to enhance revenue collection, strengthen customs control, and support business activities in the remaining months of the year.
Accordingly, the department is committed to meeting and exceeding assigned revenue collection targets, ensuring timely and accurate tax collection while minimizing uncollectable debts. Quang Ngai Customs will adhere rigorously to tax laws and regulations, ensuring proper procedures for tax collection, refunds, exemptions, and debt recovery.
The department will intensify customs inspections and monitoring, gathering intelligence, identifying risk categories, and key goods items to have appropriate measure for combating violations. Vigilance and proactive enforcement will be paramount to prevent businesses from exploiting loopholes or engaging in non-compliant practices.
One of important solutions that is drastically implemented by Quang Ngai Customs is tax debt collection. The department is placing a strong emphasis on addressing the issue of outstanding debts, recognizing the significant amount of uncollected forced tax debts (over VND 41 billion) currently on its books. The department is committed to employing all legal measures to recover these debts, acknowledging the challenges posed by debtors who have ceased operations, are untraceable, or have evaded tax obligations.
The department is steadfast in its commitment to embracing administrative reforms, modernizing customs operations, and adopting digital transformation in line with the General Department of Vietnam Customs' directives. Quang Ngai Customs is dedicated to enhancing the satisfaction of businesses engaged in import-export activities within its management. The department will continuously refine its assessment system and provide responsive support to businesses.
Moreover, Quang Ngai department will closely monitor and support investment projects, particularly Hoa Phat Steel Corporation's ongoing imports for the Hoa Phat Dung Quat 2 Steel Complex. This presents an opportunity for the department to secure revenue in the latter half of 2024.
