Police dogs are trained to detect drugs

According to the Ho Chi Minh City Customs Department, in order to strengthen the fight against smuggling before, during and after Lunar New Year, the Department of Investigation and Anti-smuggling under the General Department of Vietnam Customs coordinated with the Ho Chi Minh City Customs Department to build and implement Plan No. 1547/KH-DTCBL/HQTP.HCM on enhancement of police dogs in drugs control at Tan Son Nhat International Airport and the Customs Branch of Cargo Express from 23rd November 2016 to 28th February 2017.
According to Mr. Huynh Nam, the Deputy Head of the Drug Control Team of the HCM City Customs Department, under the plan, the functional forces checked and assessed skills of police dogs at the HCM City Customs Department to build training plans in accordance with the capacity of each police dog; conducted advanced training for selected dogs to put into practice; and determined key flights with suspicious signs to conduct physical inspections. Also, he assigned leaders and civil servants of subordinate units to support functional forces for training of police dogs.
During implementation of the plan, Team No.8 under the Investigation and Anti-Smuggling Department has regularly assigned staff members in coordination with the Drug Control Team and the professional teams of Tan Son Nhat International Airport to strengthen the use of police dogs for key flights.
Specifically, the functional forces used police dogs in 150 key flights with the following methods: Inspections at the conveyor belt of baggage entry and use of police dogs for 100% of passengers' luggage through the conveyor belt.
After a period of strengthening the police dog in drugs detection, the functional forces have achieved outstanding results. At 9:15 pm on 25th November 2016, the Drug Control Team used a number of professional measures (including use of police dogs) to check a female Colombian passenger, born on 20th October 1995 who came from Dubai to Tan Son Nhat. Accordingly, the Team discovered 1.61 kg of cocaine wrapped in foil, hidden between the two layers at the bottom of a black suitcase.
At the conference, the functional forces shared their experiences, as well as acknowledging and evaluating the limitations of the training and the use of police dogs. Specifically, based on limitations of the training and the use of police dogs, the forces proposed to hold a conference on the use of police dogs and analyze shortcomings to seek solutions to use police dogs in the most effective way.
The Deputy Director of the Ho Chi Minh City Customs Department, Mr. Pham Quoc Hung said that the plan focused on two main areas: Building a plan to practice; and improving the capacity of police dogs to put them into practice. Through this plan, it is necessary to analyze and clarify the causes of shortcomings in the use of police dogs to seek solutions, especially the allocation and conditions for training of dogs to meet the requirements of assigned tasks.
As the leader directly implementing the plan, the Deputy Manager of the Customs Branch of Tan Son Nhat International Airport, Mr. Le Tuan Binh said, under the plan, in addition to contributing to detecting illegal transportation of narcotics in a timely fashion, the plan also raised the awareness of Customs officers. Accordingly, civil servants and Customs officers have paid much more attention to the use of support tools and police dogs in key flights with suspicious signs.
Mr. Binh suggested that the functional forces should further enhance the use of police dogs. In particular, the functional forces need to select types of police dogs in accordance with Tan Son Nhat International Airport.
Speaking at the conference, the Deputy Director General of Vietnam Customs, Mr. Nguyen Cong Binh said that the plan was very well-executed with remarkable results. However, the most important thing is to gain experience from reality.
During the plan on training on police dogs, the General Department of Vietnam Customs is developing a specific strategy for development of police dogs to 2020. Before issuing the strategy, the General Department of Vietnam Customs should hold conferences to note comments, feedback and solutions from localities to develop police dogs", the Deputy Director General of Vietnam Customs.
The Deputy Director General directed functional forces to develop police dogs in each specific area. In the coming time, it is necessary to build a specific process of drugs control from Tan Son Nhat International Airport to the warehouses, evaluating police dogs’ performance to proactively allocate resources efficiently.

Accordingly, the Deputy Director General of Vietnam Customs, Mr. Nguyen Cong Binh also agreed with the recommendations of subordinate units to organize a conference on the use of police dogs to analyze the results and shortcomings as well as providing training solutions for police dogs in the most effective way.
