NSW and automated system for seaport customs management at Noi Bai: Changing from manual management to e-management method

VCN- Noi Bai International Airport was selected to pilot the Aviation National Single Window mechanism and deploy the automated system for seaport customs management by the General Department of Vietnam Customs (GDVC). Ha Noi Customs Department was designated as the first department to deploy this system. After the pilot and the gradual improvement of the system, the management method has been fundamentally changed.

Close coordination helps achieve the goal

According to Ha Noi Customs Department, the department has completed the final preparations for the official deployment of the National Single Window and the automated system for seaport customs management at Noi Bai International Airport as per Decree 59/2018/ ND-CP and Circular 39/2018 / TT-BTC.

Deputy Director of Ha Noi Customs Department, Tran Quoc Dinh, said that after the pilot and gradual improvement of the system, Ha Noi Customs Department has coordinated with the GDVC’s departments and relevant units to prepare for the official deployment of the Aviation National Single Window and the automated system for seaport customs management for imported, exported and transited goods at Noi Bai International Airport.

“Currently, 100% of airlines have sent information to the National Single Window Portal as per regulations. The rate of automated information profiling of cargo expected to be unloaded through the control area is stable and reaches over 95%.The rate of goods managed and supervised via the system reaches 99.9%.The rest is manually monitored when the systemhas anerror. Thus, the system has met the requirements set out for official deployment at Noi Bai International Airport,"Dinh said.

He also said that the deployment of the National Single Window and the automated system for seaport customs management at Noi Bai International Airport has fundamentally changed the manual management method into the e-management method, based on theapplication of information technology and international standards.

Specifically, the pilot of the National Single Window and the automated system for seaport customs management has met the goal of changing the management method from the manual method toe-management method, and ensures information connection between the three stages, including before, during customs clearance and taking goods through the control area. The synchronous IT system has created an electronic working environment, businesses can interact with the system anytime, anywhere. It can control, monitor cargo in, out and stored at air cargo terminals. Especially, therisk management mechanism will be applied throughout the process of goods management and supervision to control the declared information by airlines.

Ha Noi Customs Department said that the completion and official deployment of the Aviation National Single Window and the automated system for seaport customs management at Noi Bai International Airport have great significance and affirmed the determination of the Customs sector to continue promoting the reform, modernization and strong application of IT in performance of Ha Noi Customs Department. This will also be a premise for the Customs sector to synchronously expand toall airports in the country.

According to Dinh, the deployment of the system will bring benefits to the Customs sector. In particular, the most important benefit is to improve the efficiency of the State management in customs area at the international airport, especially, in managing, monitoring and supervising goods in, out and stored in the air cargo terminal that is done automatically on the system. Thereby reducing the time and workload for customs officials. At the same time, customs officers can perform more work and more efficiently.

Le Thanh Binh, Deputy General Director of ALS Cargo Terminal Joint Stock Company (ALSC), said that the coordination with the Customs in deploying the system is in line with the Government's policies and views. “The Government's view is to simplify procedures and reduce intermediaries. The deployment is to realize the policies. Moreover, the application of technology and digitalization is also a common trend,” Binh said.

Bring benefits for parties

To achieve results, the air cargo terminal has closely coordinated with Customs in deploying the system. Since 2017, the ALSC has made great efforts to build the system and deploy related work to meet conditions of the automated system for seaport customs management for import and export goods.

With the goal of faster, more transparent, less paper documents and the permit of online exchange on the system by the Customs, the ALSC has complied with regulations on taking cargo in, out of the terminal, receipt and delivery of goods to customers. At the same time, this improvement has significantly reduced labor costs and time for the company in carrying out procedures for taking goods in and out of the airport area.

Mai Van Thanh, Deputy General Director of Samurai Global Logistics, said that the system has helped to reduce time and cost for the company in completing clearance procedures for import and export goods. Accordingly, it helps to save time and costs for moving and storing goods for the company. The company does not have to use paper documents as before. Currently, the procedures have been digitalized on the system, thereby, information is exchanged and processed quickly and accurately.

The deployment of the Aviation National Single Window and the automated system for seaport customs management was startedin2017. Ha Noi Customs Department worked with the Customs Control and Supervision Department and the Customs IT and Statistics Department to determine requirements of management and the list of functions and installation of the system deployed at the Noi Bai International Airport Customs Branch.

By the end of 2018, the system could not be launched because it needed to unify the requirements of management, the list of functions of the system; clarify shortcomings, problems and causes; identify responsibilities of the related parties; build an implementation road map and plan.

In 2019, the Hanoi Customs Department worked with units under the General Department of Vietnam Customs to continue handling four problems in 2018 such as: reuniting the requirements of management; the list of additional functions; clarifying shortcomings and problems and causes; identifying responsibilities of the related parties; building a roadmap and implementation plan.

In 2020, leaders of Hanoi Customs Department worked and reported to leaders of the Ministry of Finance and General Department of Vietnam Customs on problems, shortcomings, and proposed implementation directions. Currently, after the upgrade on February 13, 2020, the system has been basically completed, meeting the specializedrequirements.
