North Hanoi Customs strengthen cooperation with businesses

VCN - Facing the year-on-year decrease in imports and exports, and the state revenue, the leader of the North Hanoi Customs Branch said that the unit has drastically implemented solutions to support enterprises dealing with import and export activities in the area, focusing on supporting members of Hanoi Logistics Association in the customs clearance process.

In the first half of 2023, the Northern Hanoi Customs Branch recorded a significant decrease in both import-export turnover and budget revenue compared to the same period last year. This is because the taxable turnover of the major commodities such as: machinery, equipment, tools, spare parts; computers, electronic products and phones decreased.

Facing that situation, Deputy Director of the Branch Doan Manh Hai said that the unit actively implemented new solutions, strengthened cooperation with enterprises, especially logistics enterprises to facilitate the customs clearance. Recently, Hanoi North Customs Branch and Hanoi Logistics Association signed a Memorandum of Understanding. “This is the basis for affirming the companionship, commitment to support the implementation of functions, tasks, common goals and objectives of each party”, said Mr. Doan Manh Hai.

According to this leader, one of the commitments in the Memorandum of Understanding is that the North Hanoi Customs Branch is committed to facilitating import and export activities of enterprises in the area and supporting members of the Hanoi Logistics Association in the process of performing services related to customs procedures, including: contributing ideas to develop policies and laws; law enforcement; reflecting and proposing solutions to solve difficulties and problems arising in import and export activities of enterprises.

On the contrary, Hanoi Logistics Association is committed to facilitating import and export activities of enterprises in the area, improving service quality, and gradually increasing the rate of import-export enterprises carrying out customs procedures at the Northern Hanoi Customs Branch.

Mr. Tran Duc Nghia, chairman of the Hanoi Logistics Association, said that the association has focused on coordinating with the Hanoi Customs Department and its subordinate customs branches to effectively implement the plan of the Hanoi People's Committee on supporting businesses to carry out customs procedures in the city for the 2020-2025 period. Besides, the association has also actively organized meetings between members who are logistics enterprises, customs agents and customs branches to promote cooperation for common goals and harmonizing the goals of each party.

With many solutions, logistics businesses and customs brokers highly appreciate the companionship and support of the Northern Hanoi Customs Branch. Yusen Logistics Co., Ltd. said that the dedicated consultation before, during and after customs clearance contributes to speeding up the customs clearance and quickly solving problems. Thereby, helping import and export enterprises to reduce waiting time to put goods into production and business, reducing compliance costs; and improving the position and role of logistics enterprises and customs agents in the process of performing related services.

In addition, logistics businesses and customs brokers also proposed the Northern Hanoi Customs Branch to have specific solution to further facilitate new enterprises carrying procedures at the branch, such as organizing a tripartite meeting of the customs - logistics enterprises, customs brokers and import-export enterprises; and appointing the person in charge of each party and establish a joint working group; develop and discuss a process to solve arising problems.

In addition to facilitating import and export activities of the business community, the Northern Hanoi Customs Branch also identifies the fight against smuggling, trade fraud, and drug prevention as a key task. From the beginning of 2022, Hanoi Customs Department has received many sources of information about many criminal gangs transporting drugs from Europe and America to Hanoi, Vietnam by air, through Noi Bai international airport border gate, forwarded to My Dinh, Gia Thuy customs check points under Hanoi North Customs Branch, Gia Thuy Customs Branch and distributed to many provinces across the country.

Since the beginning of the year until now, the Northern Hanoi Customs Branch has coordinated with units of the Hanoi Customs Department to seize some cases of drug transportation by air to off-airport cargo terminal. Most recently, on June 22, the Northern Hanoi Customs Branch coordinated with the Drug Prevention and Control Team (Hanoi Customs Department), PC04 and PC09 (Hanoi City Police) to conduct an inspection of two packages weighed about 30kg, transported by air to the cargo terminal in My Dinh.
