Hanoi Customs will implement aviation National Single Window

To improve the quality and quantity of procedures for participating in National Single Window, the General Department of Customs (the Standing Agency of National Steering Board of ASEAN Single Window and National Single Window) has required that ministries and agencies soon deploy the administrative procedures related to import-export activities using National Single Window.

The Ministry of Agriculture and Rural Development has proposed 5 procedures to be implemented quickly such as: Licence the Sanitary Certificate for imported goods which have plan origin; Quarantine procedure for imported veterinary products; Quarantine procedure for exported acquatics not for food; Quarantine procedure for imported fishery products not for food.

The Ministry of Industry and Trade has proposed 3 procedures to be implemented quickly such as: Licence the Kimberley Process Certificate for rough diamonds; License procedures of import-export industrial explosives; License procedures of import-export precursor substances used in the industrial sector.

In addition, the General Department of Customs has proposed that the Ministry of Natural Resources and Environment, Ministry of Health, Ministry of Transport and the Police implement quickly.

Notably, The Ministry of Public Security is the new participant which will implement procedures at the airway border gate (expected to be implemented at Noi Bai airport).

Related to the results of the implemention of the National Single Window, currently, there have been 31 administrative procedures participated by ministries and agencies (not counting Customs procedures).

Barriers in implementing the National Single Window

In particular, the Ministry of Industry and Trade has 4 procedures; the Ministry of Transport has 11 procedures; the Ministry of Science and Technology has 1 procedure; the Ministry of Agriculture and Rural Development has 9 procedures; the Ministry of Natural Resources and Environment has 1 procedure; the Ministry of Culture, Sports and Tourism has 1 procedure; the Ministry of Information and Communications has 1 procedure; and the Ministry of Health has 3 procedures.
